It is the purpose of this chapter to provide other regulations not included under other chapters of this title.

No person shall place their hands or feet in, ride or drive any animal or any vehicle over or across any newly-made pavement or freshly-painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed.
No person shall operate or drive a motor vehicle, motorcycle, minibike, dune buggy, motor scooter, jeep or other form of motorized transportation upon the private property of another or upon any public property, which is not held open to the public for any vehicular use and which is not subject to provisions of the Vehicle Code, without having, and upon request of a peace officer, displaying written permission from the owner of such property or his/her agent or the person in lawful possession thereof, provided, however, the provisions of this section shall not apply to emergency vehicles, governmental agencies or to other persons driving upon such property with the written consent of the owner or person in lawful possession of such property, or to the owner him or herself, his or her family, employees, agents or lessees.

It shall be unlawful for any person to ride, drive, draw, or propel or permit to be ridden, driven, drawn or propelled along, upon or over any improved highway any vehicle, traction engine, harrow or disc harrow, disc plow or other implement that will tear up or in any manner disturb or damage the surface on the highway.
No person not authorized by the City Council shall erect or maintain any device which directs a beam of light in a flashing sequence toward any highway, nor shall any person erect or maintain any electric advertising sign or similar device that interferes with the visibility of any official traffic control device or warning signal.
No operator of any vehicle shall enter any intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.
