The purpose of this chapter is to establish regulations to control
the speed of vehicles in accordance with the authority granted to
the City by the State of California

The City Council may determine upon the basis of an engineering
and traffic survey that a speed greater than 15 miles per hour would
facilitate the orderly movement of vehicular traffic and would be
reasonable and safe upon any street other than a state highway otherwise
subject to a prima facie limit of 15 miles per hour, the local authority
may by ordinance determine and declare a prima facie speed limit of
20, 25, 30, 35, 40, 45, or 50 miles per hour or a maximum speed limit
of 55 miles per hour, whichever is found most appropriate to facilitate
the orderly movement of traffic and is reasonable and safe.

The City Council may determine upon the basis of an engineering
and traffic survey that the limit of 55 miles per hour is more than
is reasonable or safe upon any portion of any street other than a
state highway where the limit of 55 miles per hour is applicable,
the local authority may by ordinance determine and declare a prima
facie speed limit of 50, 45, 40, 35, 30, 25, 20, or 15 miles per hour,
whichever is found most appropriate to facilitate the orderly movement
of traffic and is reasonable and safe.
The City Council may, by ordinance, declare and post a 25 miles per hour prima facie speed limit on a highway contiguous to a business activity district, as defined in Section
14.06.030, Business Activity District.

The City Council may establish by resolution a speed limit of
less than 25 miles per hour for any street near a school that would
otherwise be subject to the state limit of 25 miles per hour.
The City Council may establish by ordinance a speed limit of
less than 25 miles per hour for any street in a business or residential
area or in a park or having a width of 25 feet or less that would
otherwise be subject to the state limit of 25 miles per hour.

The City Council may establish by resolution a speed limit of
less than 25 miles per hour on any street having a grade in excess
of 10% that would otherwise be subject to the state limit of 25 miles
per hour.

The City Traffic Engineer is authorized to regulate the timing
of traffic signals so as to permit the movement of traffic in an orderly
and safe manner at speeds slightly at variance from the speeds otherwise
applicable within the district or at intersections, and shall erect
appropriate signs giving notice thereof.
The City Council may establish by resolution a speed limit of
less than 55 miles per hour for large trucks on any street that would
otherwise be subject to the state limit of 55 miles per hour.
