The Mission of San Dieguito Water District (“District”) is to deliver safe, reliable water in a cost-effective and environmentally sustainable manner.

The purpose of this Administrative Code (“Code”) is to provide a statement which contains the organizational structure of District, the duties and powers of the Board and its committees, the duties and powers of the administrative staff and employees, and the major policies and procedures by which the functions of the District are carried out. It is the purpose of the adoption of this Administrative Code to codify operative provisions of existing resolutions and actions recorded in minute orders and of other matters heretofore adopted by the Board of Directors (“Board”) to the extent such provisions have continuing effect. Other procedures may be set forth in specific resolutions or motions of the Board.

It is hereby declared to be the intention of the Board that the sections, paragraphs, sentences, clauses, and phrases of this Code are severable; and if any phrase, clause, sentence, paragraph, or section of this Code shall be declared unconstitutional or otherwise invalid by the valid judgment or decree of a court of competent jurisdiction, such unconstitutionality or invalidity shall not affect any remaining phrases, clauses, sentences, paragraphs, and section of this Code.

This Code and any of its provisions may be amended, supplemented to, or repealed from time to time. Such amendment, supplement, or repeal shall be accomplished only by adoption of an ordinance or resolution of the Board at a duly constituted meeting. The ordinance or resolution will provide for the insertion into the Code and the removal, as required, from the Code of applicable sections. Upon adoption, the revised or new sections shall be inserted in this Code and those for which they are substituted shall be removed. Changes or additions shall be effective from the date of adoption or from such other date as may be provided by the Board.

The Board has adopted the seal, as shown below, as its official seal.
The official seal may be affixed to an instrument, document, or thing upon order of the Board. However, affixing the seal to an instrument, document, or thing shall not be required for the execution of any instrument or document of the District, except as required by law.
The Board may develop and adopt an emblem, symbol, logo, or other distinctive mark of the District.
The official seal and any emblem, logo, or other distinctive mark of the District shall be used for District purposes and programs, unless otherwise authorized by the Board. Private, commercial, or non-commercial use of the official seal, mark, name, or identity of the District is prohibited.
