The purpose of this chapter is to protect the health of Charlestown residents and visitors.

As used in this chapter, the following terms shall have the meanings indicated:
Includes port-a-johns and chemical toilets which are self-enclosed, single-unit portable self-contained toilet facilities that are portable and are not designed or intended for connection to a sewer system and which contain a holding tank that must be emptied.
Includes but is not limited to outhouses, privies, latrines, or any type of toilet facility with a holding tank or connected to a sewer system used in place of or to supplement an on-site wastewater treatment system ("OWTS").
A.
The use of a temporary toilet facility in lieu of a failing, failed, or inoperable OWTS is prohibited within the boundaries of the Town of Charlestown.
B.
Temporary toilet facilities, excluding portable toilets, stationed on private property when used in place of or to supplement an OWTS are prohibited.
