A. 
The purpose of an RM zoning district is:
1. 
To provide areas for low-, medium-, and high-density residential living in accordance locations shown on the general plan, which offer a variety of dwelling types;
2. 
To preserve the characteristics of a residential zoning district while allowing for manufactured housing where compatible;
3. 
To provide designated areas within the city for the establishment and maintenance of mobile home park residential environments.
B. 
RM areas may be designated on larger parcels of land with utilities, services and good access to city streets and state highways.
C. 
The RM district is not intended to be used for purposes of transient lodging. Use or parking of recreational vehicles, travel trailers, campers and similar types of lodging is not permitted within any RM district. Storage of recreational vehicles, travel trailers, campers and similar types vehicles may be allowed in accordance with an approved permit in accordance with Section 17.22.020 below.

A. 
No building or improvement or portion thereof shall be erected, constructed, converted, altered, or enlarged, nor shall any lot or premises be used in the RM zoning district except for one or more of the purposes listed in this chapter and subject to the terms and conditions of this chapter, or applicable city of Waterford development standards, as well as all other applicable provisions of this title.
B. 
All construction and operation procedures within the property lines of the premises of a mobile home park shall be in accordance with the provisions of the most recent edition of:
1. 
California Health and Safety Code, Division 13 (entitled "Housing"), Part 2 (entitled "Mobile Homes - Manufactured Housing"), Section 18000 et seq.
2. 
California Code of Regulations, Title 25, Division 1, Subchapter 2 (entitled "Mobile Homes, Recreational Vehicles and Commercial Coaches"), Section 4000 et seq.
C. 
The city of Waterford has relinquished to the California Department of Housing and Community Development (HCD) all enforcement responsibilities for mobilehome parks, installation and special occupancy parks.

A. 
Schedule 22-1 below prescribes the land use regulations for the RM district. The regulations for the district are established by letter designations as follows:
1. 
"P" designates use classifications permitted in the RM district.
2. 
"L" designates use classifications that are permitted, subject to certain limitations.
3. 
"T" designates use classifications that are permitted to be conducted for a limited period of time and that require a temporary use permit pursuant to Chapter 17.74.
4. 
"AU" designates a use classification permitted in the district but requiring an administrative use permit as provided in Chapter 17.73 due to the nature of the use or the area within which the use is proposed requiring special review/approval procedures.
5. 
"U" designates use classifications that may be permitted upon approval of a conditional use permit, as provided in Chapter 17.75.
6. 
"S" designates use classifications that are subject to special regulations.
7. 
Where letters in parentheses are opposite a use classification heading, referenced regulations shall apply to all use classifications under the heading.
8. 
Letters in parentheses in the "Supplemental Regulations" column refer to the subsections of Section 17.22.040 following the schedule.
B. 
Use classifications are defined in Chapter 17.04. In cases where a proposed use is not included in a use classification, the planning director shall determine whether the proposed use is substantially similar in character to a permitted use classification and in that event shall assign the proposed use to a permitted use classification. Use classifications not listed in Schedule 22-1 below are prohibited. Supplemental use regulations for the RM district are set forth in Section 17.22.040 below.

The following supplemental standards shall be applied to the RM district generally.
A. 
Minimum Average Lot Width. One hundred feet for interior lots and/or corner lots.
B. 
Minimum Street Frontage. The city planning commission shall be responsible for determining the minimum street frontage based on the buildable area of the lot, access requirements and good design. However, in no case shall the planning commission approve lots having less than thirty-five feet of street frontage.
C. 
Maximum Allowable Lot Coverage. Sixty percent by all structures exclusive of parking areas.
D. 
Twenty percent to be dedicated, preserved and maintained as useable open space for parks, playgrounds and similar uses.
E. 
The following supplemental standards are applied to all RM zoning districts adjacent to any R zone to assure compatibility with surrounding residential uses.
1. 
Minimum Front Yard Setback. Twenty-five feet from any R zone property line.
2. 
A six-foot-high visual screen, as approved by the planning commission, shall be provided around all sides of a mobile home park which abuts an established residential use or R district.
