(a)
Public projects, as defined by the Uniform Public Construction Cost Accounting Act, Sections 22000 et seq., of the Public Contract Code, of $75,000 or less may be let to contract by informal procedures as set forth in Sections 22032 et seq., of that code.
(b)
When authorized by the city manager, public projects, as defined by the Uniform Public Construction Cost Accounting Act, Sections 22000 et seq., of the Public Contract Code, of more than $75,000 but equal to or less than $100,000 may be let to contract by informal procedures as set forth in Sections 22032 et seq., of that code.
(c)
Whenever an open purchase order for materials or supplies exceeds $25,000 in a fiscal year, it shall be either informally or formally bid as if it were a public project under this section for subsequent fiscal years, until such time as the annual expenditure is less than $25,000.
