There is established the community services department which shall provide recreation and community services.

The community services department shall be responsible for the development of the city's parks and open space areas, and recreational facilities and programs. It shall provide staff support and other services as are assigned by the city manager to various commissions and committees.

The community services director shall be appointed by the city manager and shall be the chief executive officer of the community services department. All references in this code to "parks and/or recreation director" or "parks and community services director" shall refer to the community services director or designee.

The community services department shall administer and conduct recreational, cultural and social programs in the city and maintain various community facilities. The department shall also coordinate park and open space planning in concert with the community development and public works departments.
