No peddler, solicitor, hawker, itinerant merchant, transient vendor of merchandise or other person shall enter upon any premises within the city or ring a bell or knock on the door of any residence, dwelling, flat or apartment for the purpose of soliciting orders for the sale of or for the purpose of selling goods, wares, merchandise, newspapers, books, pictures, periodicals, magazines, stocks or accounts, services or any other thing for the purpose of disposing of or peddling the same, or for the purpose of buying or soliciting the sale of any junk, rags, bottles, old metal or similar items for salvage without first having received from the city clerk a permit to conduct or carry on such activity, business or enterprise.

No insurance agent or broker duly licensed under and by virtue of the laws of the state and no other person similarly licensed, shall enter upon any premises within the city or ring a bell or knock on the door of any residence, dwelling, flat or apartment for the purpose of soliciting the sale of insurance, goods, wares, merchandise or other services or for the purpose of advertising the same without first having notified the city clerk in writing of his or her intention to solicit for the sale of insurance, goods, wares, merchandise or other services or advertise the same and without having first notified the city clerk in writing of the day or dates on which such solicitation or advertisement is to take place, the hour of such solicitation or advertisement and the geographical area within the city in which such solicitation or advertising is to take place.

The regulations outlined in this chapter shall not apply to the following:
A. 
Anyone holding a valid city business license for a fixed place of business when such solicitation is incidental to the type of business so licensed;
B. 
Any representative of a newspaper of general circulation entered in any post office as second class matter; and
C. 
Boy Scouts, Girl Scouts, YMCA, YWCA, Wood Craft Rangers and similar organizations that are operated for the benefit of persons under eighteen years of age.
