No license shall be issued to operate a taxicab business in the city until there shall first have been obtained from the city council a certificate of public convenience and necessity.

No certificate of public convenience and necessity shall be issued to any taxicab operator pursuant to this chapter unless he shall maintain at least one stand in the city not less than ten hours in each day.
