It shall be unlawful for any person to conduct, maintain, or operate any automobile wash rack, automobile laundry, or automobile steam cleaning plant in the City without first obtaining a permit so to do from the Council.

Any person desiring to conduct, operate, or maintain any automobile wash rack, automobile laundry, or automobile steam cleaning plant in the City shall first apply to the Council for a permit so to do. Such application shall state the following:
(a) 
The name of the applicant;
(b) 
The location of the proposed business;
(c) 
The methods to be used in the proposed business; and
(d) 
Such other information as shall be required by the Council.

Upon the receipt of such application, the Council shall cause to be investigated the business of the applicant and the location at which the applicant proposes to operate as set forth in the application.

After the investigation provided for in Section 3-1.703 of this article has been completed, the Council may issue a permit to the applicant; provided, however, the issuance of such permit shall not exempt the permittee from the payment of any license tax levied upon such business.

A nonprofit organization shall not operate or maintain a car wash or automobile wash rack in the City within a 1,000 foot radius of any existing car wash licensed by the City.
