It is hereby declared to be a nuisance and it is unlawful for any person to park an automobile, truck, or other vehicle upon a business lot or other lot which abuts upon the alley between Pacific Boulevard and Rita Street and/or upon a business lot or other lot which abuts upon the alley between Pacific Boulevard and Rugby Street without first procuring permission in writing from the owner or lessee of any such lot so to do.

In any event, it is unlawful for any person, when parking a vehicle upon any of the lots described in Section 4-7.1201 of this article, to leave the same unattended and locked unless the keys to such vehicle are left with the owner, lessee, or some other person regularly in charge of such lots so that the vehicle can be readily moved in the event of fire, riot, earthquake, or other emergency.

The provisions of this article shall not apply to any owner or lessee or person regularly employed by such owner or lessee insofar as the owner or lessee regulates the use of the particular lot so owned, leased, or occupied, nor to lots regularly licensed and used as parking lots provided a regular attendant is on duty at the time of the alleged violation.
