(a) 
Authority. The Traffic Authority is hereby authorized to determine and mark loading zones and passenger loading zones as follows:
(1) 
At any place in the business district; and
(2) 
Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.
(b) 
Restrictions. In no event shall more than one-half of the total curb length in any block be reserved for loading zone purposes exclusive of passenger loading zones at the entrances to public theaters and next to school sites.

(a) 
When authorized signs or markings are in place giving notice thereof, no person shall stop, stand, or park a vehicle for any purpose other than loading or unloading passengers or materials for such time as is permitted by the provisions of this chapter in any of the following places:
(1) 
In any yellow loading zone; and
(2) 
Within fifty (50′) feet of any entrance to any school or any building used for the transaction of governmental business.
(b) 
Whenever the Traffic Authority has determined that parking shall be limited and authorized signs or markings are in place giving notice thereof, no person shall stop, stand, or park a vehicle for any purpose other than loading or unloading passengers or materials in any of the following places:
(1) 
On any part of a roadway having a width of not more than twenty-five (25′) feet;
(2) 
In front of any hall or place used for the purpose of public assembly;
(3) 
In front of the entrance to any place in use for business; and
(4) 
At any other place where the parking of vehicles would result in traffic congestion or particular hazard.

No person shall stop, stand, or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers for such time as is set forth in Section 4-7.1507 of this article.

(a) 
Authority to establish. The Traffic Authority is hereby authorized to establish bus or taxi zones opposite curb space for the loading and unloading of buses, taxis, or common carriers of passengers engaged in local transportation, and to determine the location thereof.
(b) 
Maximum length. No bus zone shall exceed fifty (50′) feet in length except when satisfactory evidence has been presented to the Traffic Authority showing the necessity therefor, the Traffic Authority may extend bus zones in such places not to exceed 125 feet in length.
(c) 
Proximity to safety zones. No bus zone shall be established opposite and to the right of a safety zone.
(d) 
Curb markings. The Traffic Authority shall paint a red line stenciled with the words "No standing" in white, together with the words "Bus zone," upon the tops of all curbs and places specified as bus zones.

(a) 
No owner of or operator of a motor vehicle shall stop, stand, or park such a vehicle in any alley or any portion thereof for any purpose other than the loading or unloading of passengers or materials or both. Such owner and/or operator shall not stop for the loading or unloading of passengers for more than three minutes, nor for the loading or unloading of materials for more than 20 minutes at any one time in any alley or any portion thereof.
(b) 
No owner of or operator of a motor vehicle shall block entry or exit access to any alley. The Huntington Park Police Department shall remove any vehicle which is blocking access to any alley to any garage, parking lot or open space owned by, maintained by, or under the jurisdiction of the City or the County or to any privately owned garage, the owner or proprietor of which will accept such vehicles. The owner of or operator of the removed vehicle will bear all costs incurred related to the vehicle's removal and storage.

Parking regulations may be indicated by the use of curb markings as specified in Section 21458 of the California Vehicle Code.

(a) 
The permission granted by the provisions of Sections 4-7.1404, and 4-7.1502 of this chapter to stop or stand a vehicle for the purpose of loading or unloading materials shall apply only to commercial vehicles and shall not extend beyond the time necessary and in no event for more than 20 minutes. The loading or unloading of materials authorized under said sections shall apply only to commercial deliveries and the delivery or pickup of express, parcel post packages, and United States mail.
(b) 
The permission granted by the provisions of this chapter to stop or park for the purpose of loading or unloading passengers shall include the loading or unloading of personal baggage but shall not extend beyond the time necessary therefor and in no event more than three minutes.
(c) 
Within the total time limits set forth in this section, the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of privileges hereby granted.
