(a) 
Declaration of need. The Council hereby finds and determines that the traffic complex generally described as the Florence-California-Salt Lake Intersection and more particularly set forth in Drawing M-236 on file in the office of the City Engineer, a copy of which drawing is incorporated in this section by reference, is such that the public peace, health, safety, and general welfare will best be served by the adoption of a precise plan of vehicle parking restrictions and prohibitions within the area designated upon such plan.
(b) 
Adopted. Such precise plan of vehicle parking restrictions and prohibitions is hereby approved and adopted.
(c) 
Obedience. When authorized signs, curb markings, or approved traffic control devices are in place giving notice of the restrictions and prohibitions set forth upon such precise plan, it is unlawful for any person to stop, stand, or park any vehicle or to do any other act in violation of such prohibitions and restrictions.
(d) 
Authority to place signs, markings, and devices. The Traffic Authority is hereby authorized and directed to cause to be placed or installed all such signs, markings, or other devices as it may determine to be reasonably necessary to give notice of such prohibitions and restrictions.

It shall be unlawful for any person to park or leave standing any vehicle upon any highway in the City for 72 or more consecutive hours.

(a) 
One-hour limit. When authorized signs are in place giving notice thereof, no person shall stop, stand, or park any vehicle within any business district between the hours of 7:00 a.m. and 6:00 p.m. of any day, except Sundays and holidays, for a period of time longer than one hour.

Whenever the Traffic Authority shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings, or functions or for other reasons, the Traffic Authority shall have the power and authority to order temporary signs to be erected or posted indicating that the operation, parking, or standing of vehicles is prohibited on such streets and alleys as the Traffic Authority shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency, and the Traffic Authority shall cause such signs to be removed promptly thereafter.
(b) 
Obedience. When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park, or stand any vehicle contrary to the directions and provisions of such signs.

Any peace officer, as defined in Chapter 4.5 (commencing with Section 830) of Title 3 of Part 2 of the California Penal Code, or any regularly employed and salaried employee, who is engaged in directing traffic or enforcing parking laws and regulations of the City may remove or cause to be removed a vehicle located within the territorial limits in which the officer or employee may act, under any of the following circumstances:
(a) 
Any vehicle which has been parked or left standing upon any highway in the City for 72 or more consecutive hours;
(b) 
Any vehicle which is parked or left standing upon any highway in the City when such parking is prohibited by law and signs are in place giving notice of such removal;
(c) 
Any vehicle which is parked or left standing upon any highway in the City in violation of the laws of the City, the use of which highway, or portion thereof, is necessary for the cleaning, repair, or construction of the highway or for the installation of underground utilities, and signs giving notice of such removal are erected or placed at least 24 hours prior to such removal; and
(d) 
Any vehicle which is so parked or left standing upon any highway as to prohibit or interfere with the authorized use of such highway, or portion thereof, for a purpose other than the normal flow of traffic or for the movement of equipment, articles, or structures of unusual size, and signs giving notice of such removal are erected or placed at least 24 hours prior to such removal.

(a) 
Notices to Owners. Whenever an officer or employee removes a vehicle from a street or highway, as authorized by the provisions of Section 4-7.1610 of this article, and such officer or employee knows, or is able to ascertain from the registration records in the vehicle or from the registration records of the Department of Motor Vehicles of the State, the name and address of the owner thereof, such officer or employee shall immediately give or cause to be given to the owner a notice in writing of such removal, the grounds for the removal, and the place to which such vehicle has been removed.
(b) 
Notices to Proprietors of Public Garages. In the event any such vehicle is stored in a public garage, a copy of such notice shall be given to the proprietor of such garage.
(c) 
Reports to Department of Motor Vehicles. Whenever an officer or employee removing such vehicle from a street or highway does not know, and is not able to ascertain, the name of the owner or for any other reason is unable to give such notice to the owner and in the event the vehicle is not returned to the owner within a period of 120 hours, the officer or employee shall immediately send or cause to be sent by mail, to the Department of Motor Vehicles, Sacramento, California, a written report of such removal and shall file a copy of such notice with the proprietor of the public garage in which the vehicle is stored. Such report shall be made on a form furnished by the Department of Motor Vehicles of the State and shall include a complete description of the vehicle, the date, time, and place from which the vehicle was removed, the grounds for such removal, and the name of the garage or place where the vehicle is stored.

(a) 
Peddlers and Vendors—Parking Limited to Ten Minutes. Except as otherwise provided in this section, no person shall stand or park any vehicle, wagon, or pushcart from which goods, wares, merchandise, fruits, vegetables, or foodstuffs are sold, displayed, solicited, offered for sale, bartered, or exchanged, or any lunch wagon or eating car or vehicle, on any portion of any street within the City, except that such vehicles, wagons, or pushcarts may stand or park only at the request of a bona fide purchaser for a period of time not to exceed 10 minutes at any one place. The provisions of this subsection shall not apply to persons delivering such articles upon the order of, or by an agreement with, a customer from a store or other fixed place of business or distribution.
(b) 
Peddlers and vendors prohibited adjacent to schools. It shall be unlawful for any person to sell, vend, peddle, or hawk liquids, edibles, goods, wares, or merchandise on any portion of a public street, including lanes, or alleys, in the City, whether such selling, vending, peddling, or hawking is from a vehicle or not, or for any traveling merchant, huckster, or peddler of goods, wares, or merchandise, who uses a vehicle and is licensed to engage in any such business in the City, to carry on or conduct any such business upon any portion of a public street, alley, or sidewalk within 500 feet of the nearest property line of any school.
(c) 
Solicitation or selling on public streets, public parking lots, or City-owned property. Except as provided in subsection (a) of this section, it is unlawful for any person to solicit, sell, or offer for sale any goods, wares, or merchandise on any portion of the public streets, including public parking lots, or City-owned property, whether or not such person so soliciting, selling, or offering to sell has a business license for an established business within the City.
(d) 
Solicitation or selling on Bissell Street within the Municipal Park. It is unlawful for any person to sell, vend, or peddle goods, wares, or merchandise on that portion of Bissell Street between Florence Avenue and Saturn Avenue which is within the Municipal Park, whether such selling, vending, or peddling is from a vehicle or not.
(e) 
Peddlers and vendors prohibited adjacent to the Municipal Park. It shall be unlawful for any person to sell, vend, or peddle foods and beverages on Florence Avenue between Salt Lake Avenue and Newell Street; on Newell Street between Florence Avenue and a point 674.76 feet north of the north property line of Florence Avenue; on Saturn Avenue between Newell Street and Bissell Street; and on Salt Lake Avenue between the north City limits and Florence Avenue, whether such selling, vending, or peddling is from a vehicle or not, or whether such seller, vendor, or peddler has a business license for a vehicle or for an established business within the City.
(f) 
Peddler and vendors restricted to certain hours. It shall be unlawful for any person to sell, vend or peddle or hawk liquids, edibles, goods, wares or merchandise on any portion of the public streets, including public parking lots or City-owned property, later than sunset, or earlier than 9:00 a.m.
(g) 
Enforcement. Any violation of the rules established by this section shall be deemed a misdemeanor, punishable as set forth in Section 1-2.01 of this Code. Any such violation also will subject the licensee to possible revocation of his or her business license, pursuant to Section 3-1.138 of this Code.
(h) 
Sidewalk vending by a sidewalk vendor as defined in Chapter 11, Title 4 of this Code are exempted from Section 4-7.1612 herein.

It shall be unlawful to stand or park any vehicle upon a public street for any of the following purposes:
(a) 
Washing, lubricating, or repairing such vehicle, except for emergency repairs;
(b) 
The storage of vehicles by any person who deals in, or whose business involves the repossession or repair of, new or used vehicles. For the purposes of this subsection, "storage" shall mean the use of a public street for more than three hours in any 24 hour period of parking one or more such vehicles.

No person, between the hours of 8:00 p.m. and 7:00 a.m. of any day, shall park or stand for more than 20 minutes any motor vehicle within 100 feet of any motel, hotel, multi-family residence, single-family residence, or other similar structure designed primarily for residential occupancy while such vehicle shall be equipped with an auxiliary, internal combustion, or diesel motor actually in operation at such time and place.
When signs are posted at each entrance to the City giving notice thereof, any vehicle parked on the public streets of the City or on any property owned by the City or by the Redevelopment Agency of the City in violation of this section shall be subject to being towed away and impounded in the official police garage or storage area at the expense of the owner or operator of such vehicle.

No person shall park or leave unattended on any street, public right-of-way, or City-owned or City-leased off-street parking lot within the City any commercially licensed trailer or semitrailer, unless such vehicle is attached to a truck, tractor, or to the vehicle capable of moving the trailer or semitrailer.
When signs are posted at each entrance to the City giving notice thereof, any such trailer or semitrailer shall be subject to being towed away and impounded in the official police garage or storage area at the expense of the owner, operator, or person having charge of such vehicle.

No person, between the hours of 11:00 p.m. and 4:00 a.m. of any day, shall stop, stand, or park any vehicle upon parking lots numbered 2, 3, 4, 5, 6, and 8 at the City Municipal Park, known as Salt Lake Park, as shown in Diagram M-368, dated July 14, 1975, on file in the office of the City Engineer.
No person, between the hours of 1:30 a.m. and 4:00 a.m. of any day, shall stop, stand, or park any vehicle upon parking lots numbered 1 and 10 at the City Municipal Park, known as Salt Lake Park, as shown in Diagram M-368, dated July 14, 1975, on file in the office of the City Engineer.
No person, between the hours of 3:00 a.m. and 4:00 a.m. of any day, shall stop, stand, or park any vehicle upon parking lots numbered 7 and 9 at the City Municipal Park, known as Salt Lake Park, and as shown in Diagram M-368, dated July 14, 1975, on file in the office of the City Engineer.
No person, between the hours of 11:00 p.m. and 4:00 a.m. of any day, shall stop, stand, or park any vehicle upon parking lots at City Municipal Parks known as Freedom Park or Raul Perez Park.
When signs are posted in any such lot giving notice thereof, any vehicle parked in violation of this section shall be subject to police citation or being towed away and impounded in the official police garage or storage area at the expense of the owner or operator of such vehicle.

No person shall at any time stop, stand, or park a vehicle having unladen weight in excess of 6,000 pounds upon any City-owned or City-leased off-street parking lot. Such off-street parking lots are those lots shown on Diagram M-2B, dated February 28, 1977 (Parking Lots, Municipal and Private), those lots shown on Diagram M-368, dated July 23, 1975 (Municipal Park Parking Lots), and those lots shown on Diagram M-389, dated June 25, 1976 (Civic Center Parking), all of which diagrams are incorporated by reference in this section and which are on file in the office of the City Engineer. When signs are posted giving notice thereof, any vehicle parked in violation of this section shall be subject to being towed away and impounded in the official police garage or storage area at the expense of the owner or operator of such vehicle.

For the purposes of construing Section 4-7.1618 of this article, "residential district" shall mean any area of the City located in an R-1, R-2, R-3, or R-4 Zone as established by Chapter 4 of Title 9 of this Code.

All residential districts in the City are hereby established as tow away zones for the purpose of enforcing the provisions of Section 4-7.1618 of this article. When signs are posted identifying such tow away zones, any vehicle parked in violation of said Section 4-7.1618 may be towed away and stored in the official police contract garage at the expense of the owner or operator of the vehicle.

(a) 
No person shall at any time stop, stand, or park a commercial vehicle having a gross weight in excess of 6,000 pounds upon any portion of the public streets which abuts any property used for residential purposes, except when such vehicle is stopped, stood, or parked in connection with and in aid of the ongoing performance of a ser-vice to or on property in the block in which such vehicle is parked.
(b) 
No person shall stop, stand, or park a commercial vehicle having a gross weight in excess of 6,000 pounds upon any portion of the public streets between the hours of 10:00 p.m. and 6:00 a.m., except when such vehicle is making pickups or deliveries of goods, wares, or merchandise from or to any building or structure located on such street or is being used for the purpose of delivering materials to be used in the repair, alteration, remodeling, or construction of any building or structure located on such street for which activity a building permit has been previously obtained.
(c) 
When signs are posted regarding the matters set forth in subsection (a) or (b) of this section, any vehicle parked in violation of this section shall be subject to being towed away and stored in the official police garage or storage area at the expense of the owner or operator of such vehicle.
(d) 
For the purposes of this section, "commercial vehicle," as set forth in subsections (a) and (b) of this section, shall mean any vehicle which bears commercial license plates and which is used for commercial purposes.

(a) 
Definitions.
"Recreational trailer"
means a trailer designed to transport recreational sport vehicles or vessels, to include, but not limited to, dirt bikes and all-terrain vehicles, boats, personal water craft, race vehicles or other similar type vehicles and vessels.
"Recreational vehicle"
includes a "recreational vehicle" as defined in Health and Safety Code Section 18010, a "trailer coach" as defined in California Vehicle Code Section 635, and a "park trailer" as defined in Health and Safety Code Section 18009.3.
(b) 
No converted bus, recreational vehicle or recreational trailer, as defined in this section, shall be parked on an alley, public street or public right-of-way, on any City-owned off-street parking facility, or any City park at any time.
(c) 
This section shall not apply to any converted bus, recreational vehicle or recreational trailer parked while the owner or operator of the vehicle or trailer is in the process of making emergency repairs to such vehicle or arranging for emergency repairs to be made, provided all repairs are completed within 24 hours. Emergency repairs shall be limited to repairs necessitated by sudden, unforeseen events, such as a flat tire. Emergency repairs shall not include routine or normal maintenance.
(d) 
Recreational trailers and recreational vehicles, as defined in this section, stopped, left standing or parked on any alley, public street or public right-of-way, on any City-owned off-street parking facility or any City park in violation of this section are hereby authorized to be cited, towed, or cited and towed when signs giving notice thereof have been posted.
(e) 
This section shall not apply until signs giving adequate notice thereof have been placed at all entrances of the City.

(a) 
Prohibition. No person shall park a vehicle upon any street or public land for the apparent primary purpose of displaying the vehicle for sale. Such vehicles, which include, but are not limited to, those bearing a "For Sale" sign, "Se Vende" sign, "$" symbol, or sign or word(s) in any language conveying a similar offer or intent to sell, or bearing a price and/or telephone number or other means of contact with the seller of the vehicle, and shall be subject to impound under the circumstances and procedures described in this section. A person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of this section is committed, continued, or permitted.
(b) 
Removal of unlawfully parked vehicles. In accordance with Section 22651.9 of the California Vehicle Code, any peace officer, as defined in Section 830 of the California Penal Code, or any regularly employed and salaried employee of the City, who is engaged in directing traffic or enforcing parking laws and regulations may remove a vehicle located within City limits when the vehicle is found upon a street or any public lands, if all of the following requirements are satisfied:
(1) 
Because of a sign or placard on or in the vehicle, or any indication other that the vehicle is being offered for sale as described in subsection (a), it appears that the primary purpose of parking the vehicle at that location is to advertise to the public the private sale of that vehicle;
(2) 
The vehicle is known to have been issued a notice of parking violation for violation of Section 4-7.1623 of the Huntington Park Municipal Code within the past 30 days, which was accompanied by a notice containing, in addition to all standard language used in City parking citations, all of the following language:
(i) 
A warning that an additional parking violation may result in the impoundment of the vehicle,
(ii) 
A warning that the vehicle may be impounded pursuant to Section 4-7.1623 of the Huntington Park Municipal Code, even if moved to another street, so long as a sign or placard, or any indication that the vehicle is being offered for sale as described in subsection (a), on or in the vehicle, apparently offering the vehicle for sale, remains on the vehicle, and
(iii) 
A statement that all streets in the City are subject to prohibitions of Section 4-7.1623 of the Huntington Park Municipal Code; and
(3) 
The notice of parking violation was issued at least 24 hours prior to the removal of the vehicle.
(c) 
Poststorage hearing. A poststorage hearing pursuant to Section 22852 of the California Vehicle Code applies with respect to the removal of any vehicle pursuant to this section and is incorporated by reference as if set forth in full herein. The peace officer or regularly employed or salaried employee who directs the impoundment and storage of a vehicle pursuant to Section 4-7.1623 shall, using the following procedures, provide the vehicle's registered and legal owners of record, or their agents, with the opportunity for a poststorage hearing to determine the validity of the impound and storage.
(1) 
Notice. A notice shall be mailed or personally delivered to the registered and legal owners of an impounded and stored vehicle within 48 hours of impoundment, excluding weekends and holidays, and shall include the following information:
(i) 
The name, address, and telephone number of the agency providing notice;
(ii) 
The location of the place of storage and description of the vehicle, which shall include, if available, the name or make, the manufacturer, the license plate number, and the mileage;
(iii) 
The authority and purpose for the removal of the vehicle; and
(iv) 
A statement that, in order to receive their poststorage hearing, the owners, or their agents, shall request the hearing in person, writing, or by telephone within 10 days of the date appearing on the notice.
(2) 
Hearing procedures.
(i) 
Timing. The poststorage hearing shall be conducted within 48 hours of the request, excluding weekends and holidays;
(ii) 
Hearing officer. A hearing officer shall direct the hearing. The hearing officer shall be the supervisor of the officer or employee who directed the storage of the vehicle. If the supervisor is not available to serve as the hearing officer, another employee or representative of the City shall serve in the role of hearing officer. The hearing officer may not be the same person who directed the storage of the vehicle;
(iii) 
Evidence and arguments. At the poststorage hearing, the party contesting the validity of the impound and a representative of the city department which impounded the vehicle, shall be given 15 minutes each to offer evidence, including written evidence or photographs, regarding the validity of the impound. Either party, at the reasonable discretion of the hearing officer, may be given more time to present evidence and arguments;
(iv) 
Recording. Either party to the poststorage hearing may make an audio recording of part of all of the hearing, provided that the hearing officer and the other party is verbally notified before the recording begins. The hearing officer may also record part of all of the hearing provided that both parties are notified beforehand;
(v) 
Decision and announcement. At the end of the poststorage hearing, the hearing officer shall announce his or her decision verbally and shall give the party contesting the storage, directly or through U.S. mail, a written record of the decision. If the party contesting the storage prevails at the hearing, the hearing officer shall, verbally and in writing, direct the representative of the city department which directed the storage to release the vehicle to the party. If the party contesting the storage does not prevail at the hearing, the party shall be responsible for the costs incurred for towing and storage and shall be notified, verbally and in writing, of the proper procedures for releasing their vehicles from storage.
(3) 
Hearing attendance. Failure of either the registered or legal owner, or his or her agent, to request or to attend a scheduled hearing shall satisfy the poststorage hearing requirements.
(4) 
Costs of towing and storage. The agency employing the person who directed the storage shall be responsible for the costs incurred for towing and storage if it is determined in the poststorage hearing that reasonable grounds for the storage are not established.
(5) 
Exemptions. Pursuant to Section 22852 of the California Vehicle Code, the procedures set forth in subsection (c) to Section 4-7.1623 of the Huntington Park Municipal Code do not apply to the following:
(i) 
Vehicles abated under the Abandoned Vehicles Abatement Program pursuant to California Vehicle Code Sections 22660 to 22668, inclusive, and Section 22710;
(ii) 
Vehicles impounded for investigation pursuant to Section 22655 of the California Vehicle Code;
(iii) 
Vehicles removed from private property pursuant to Section 22658 of the California Vehicle Code; or
(iv) 
Abandoned vehicles removed pursuant to Section 22669 of the California Vehicle Code that are determined by the public agency to have an estimated value of $500 or less.

(a) 
For purposes of this section, the following definitions shall apply.
"Graffiti"
shall mean any inscription that is marked, painted, etched, scratched or drawn, but excludes indications that the vehicle is being offered for sale as described in Huntington Park Municipal Code Section 4-6.1623.
"Oversized vehicle"
shall mean any vehicle, including any attached trailers, vehicles or loads thereon, whether covered or uncovered, which exceeds twenty-two (22) feet in length, seven feet in width, or seven feet in height.
"Public nuisance vehicle"
shall mean any vehicle that, although operable, has substantial exterior body damage, exterior graffiti, or has an open cargo storage area with cargo that is plainly visible to the public.
"Standing"
shall mean the cessation of movement of a vehicle, whether occupied or not, for the purpose of loading or unloading passengers or materials.
"Work"
shall mean any construction, maintenance, service or similar activity that involves periodic retrieval of items from a parked vehicle near a residence.
(b) 
No person shall stop, park or stand any public nuisance vehicle upon any street, alley or public way within a residential zone.
(c) 
No person shall stop, park or stand any oversized vehicle on any street, alley or public way.
(d) 
The prohibition contained in subsections (b) and (c) of this section shall not apply to the stopping, standing or parking of public nuisance vehicles or oversized vehicles when such vehicles are in the process of loading or unloading passengers or material or while performing work from or to an adjacent residence or building.
(e) 
The prohibition contained in subsections (b) and (c) of this section shall not apply to public nuisance vehicles or oversized vehicles involved in an emergency or being repaired under emergency conditions. Emergency parking may be allowed for 24 consecutive hours where a public nuisance vehicle or oversized vehicle is left parked on a City street because of mechanical breakdown or because of physical incapacity of the driver or owner.
