It is hereby determined upon the basis of an engineering and traffic survey that a speed greater than 25 miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon the streets or parts of streets designated in this section, and the prima facie speed limits set forth in this section are hereby declared to be the most appropriate to facilitate the safe and orderly movement of vehicular traffic upon the streets or parts of streets affected thereby. When authorized signs are in place giving notice thereof, no person shall drive a vehicle upon any of the following streets or parts of streets at a speed in excess of the prima facie speed limit designated therefor:

(a) 
Authority to erect signs. The Traffic Authority shall cause to be erected appropriate signs giving notice of the declared prima facie speed limits on the streets or parts of streets set forth in Sections 4-7.1701 and 4-7.1702 of this article.
(b) 
Authority to regulate signals and devices. The City Engineer shall cause the timing of traffic signals and traffic control devices to be so regulated as to permit the movement of traffic in a safe and orderly manner even though such regulation is slightly at variance with such declared prima facie speed limits. When such devices are regulated to permit speeds at variance with such declared prima facie speed limits, the Traffic Authority shall cause to be erected appropriate signs giving notice thereof.

It shall be unlawful for any person to operate any vehicle on or in the first alley east of Rita Street from Florence Avenue to Saturn Avenue at a greater rate of speed than 10 miles per hour or, when traveling in a southerly direction, to make other than a right hand turn therefrom onto Florence Avenue. Travel therein may be in either a northerly or southerly direction.
