A.
Enforcement. Every City peace officer and every City employee charged with enforcement of the provisions of this code relating to illegal parking, the provisions of the California Vehicle Code, and the other laws of the State applicable to parking violations within the City, shall have the duty, when any vehicle is illegally parked, to issue a notice of parking violation thereof, stating the vehicle license number and registration expiration date, the last four digits of the vehicle identification number (if they are visible), the state, the make of such vehicle, the color of the vehicle, the approximate time and date of such illegal parking, and a reference to the appropriate section of the code so violated and a procedure to deposit the parking penalty or contest the notice. Such notice shall be attached to the vehicle in a conspicuous place so as to be easily observed by the person in charge of the vehicle upon his or her return thereto, in the manner specified by the California Vehicle Code.
B.
Penalties. The penalties for violations of the provisions of this chapter, as well as provisions of the California Vehicle Code, shall be established by Resolution of the City Council. Such penalties shall be established pursuant to California Vehicle Code.
C.
Failure to Pay. Failure to pay the applicable penalty as established by the City Council Resolution, or failure to request a review of the issuance of a notice of parking violation contesting the violation within the time limits set forth in the California Vehicle Code will result in notification of the Department of Motor Vehicles. Penalties for late payment of violations shall be as follows: Payment made after initial 21 day payment period, but less than 60 days after citation penalty of $30; payment made between 60 and 89 days after citation penalty of $60; payments received 90 days or more after date of citation penalty of $90.
