The datum plane or base line from which all elevations or surface points shall be measured or estimated within the City shall be a line 168 feet below the datum plane monument described as follows: An iron bolt in a cement monument located within the curb and sidewalk at the northeast corner of Pacific Boulevard and Randolph Street. Such monument is hereby adopted as the datum plane monument of the City.
