A.
The finance director shall be the accounting officer of the city and shall maintain records readily reflecting the financial condition of the city.

At the end of each fiscal year the finance director shall prepare and present to the council a summary statement of receipts and disbursements by departments and funds, including opening and closing fund balances in the treasury.
C.
The finance director shall cause the financial statement to be published once in a newspaper of general circulation, printed and published in the city. If there is no newspaper, he or she shall cause copies of the statement to be posted in three public places in the city designated by the council as the places for posting public notices.
D.
The statement shall be printed or posted not later than one hundred twenty days after the close of the fiscal year for which the report is compiled.
