The community services commission shall consist of five city residents appointed by a majority of the city council. The city council shall consider the nominations of the city's senior advisory committee in appointing the senior members. No city employee is eligible to serve as a member of the commission. No person shall remain a member if that person ceases being a resident of the city. The term of office for members shall be one year. Notwithstanding the foregoing, a member shall continue to serve until a qualified successor assumes that member's seat. If a vacancy occurs during the term, the council shall appoint a qualified successor to serve the remainder of the term. A majority of the council may remove a member at any council meeting.

Each member of the community services commission shall be compensated at such rate as the city council may from time to time fix by resolution.

If, without cause, a member of the community services commission is absent from three successive meetings of the commission, other than by permission of the commission expressed in its official minutes, the office of such member shall be deemed to be vacant and the term of such member terminated. The community services commission shall immediately inform the city council of such termination.

An absence due to illness or an unavoidable absence from the city shall be deemed absence for cause if written notice thereof is sent to the community services commission on or before the day of any regular meeting of the commission.

A regular meeting as provided by law or by rule of the community services commission or any regularly advertised public hearing before the community services commission shall be deemed a regular meeting for the purpose of this chapter.

The chairperson of community services commission shall be elected to the position by the sitting commissioners of the community services commission for a period of one year. Subject to other provisions of law, the commission may create and fill such other offices as it may determine. The community services commission shall adopt rules for transaction of business and shall keep a record of the resolutions, transactions, findings and determinations, which record shall be a public record.

A. 
The community services commission shall act in an advisory capacity to the city council in all matters pertaining to social programming, health and welfare, child development, public recreational facilities and leisure activities.
B. 
To accomplish its purpose, the community services commission may:
1. 
Investigate, or cause to be investigated, and make subsequent recommendations for ameliorating social and economic conditions in the community which may have an adverse effect upon the lives of its inhabitants;
2. 
Recommend programs to improve relations among the inhabitants of the community;
3. 
Disseminate information about available service programs in the community and aid in coordinating all of the services in order to achieve a meaningful impact on the community served;
4. 
Encourage the involvement of all resident and business groups to foster mutual regard and understanding among all racial, religious, socioeconomic and ethnic groups in the community;
5. 
Hold conferences and other public meetings in the interest of resolving tensions producing possible discrimination and irritation in the community, and issue such publications and reports as will tend to effectuate said purposes;
6. 
Evaluate all applicable requests for support, financial or otherwise, from community groups and agencies, and recommend appropriate action to the city council;
7. 
Provide input concerning the planning and development of all facilities and programs for recreation services, child and family services, and senior/transportation services;
8. 
Review recreation services, child and family services and senior/transportation services;
9. 
Assist in coordinating recreation services, child and family services, and senior/transportation services with the governmental agencies and voluntary organizations;
10. 
Compile periodic inventories of recreation services, child and family services, and senior/transportation services to determine the adequacy of existing programs and possible future needs;
11. 
The commission shall be responsible, with the assistance of staff, for the development of the goals and objectives for the community services department, to be approved by the city council. Thereafter, the commission shall report quarterly to the city council on the commission and department's progress related to the goals and objectives.

A. 
The commission shall by majority vote recommend ex officio members. Each recommendation shall be transmitted to the city council, accompanied by written reasons supporting such recommendation. The city council may select not more than five agencies or service organizations to serve on the commission as ex officio members. Each agency or service organization selected may determine its own representative.
B. 
The term of each ex officio member shall expire on April 30th of each year.

Ex officio members shall function as an advisory board at regular commission meetings and shall advise and consult with the commission on matters pertaining to each ex officio member's expertise. Ex officio members shall attend all regular commission meetings. For good cause shown, the commission may, by majority vote, excuse the absence of an ex officio member.

A. 
An ex officio member may resign at any time by submitting a letter of resignation to the city council and the commission.
B. 
The city council, either on its own motion, or upon the recommendation of the commission, may remove an ex officio member from the commission. If the organization is removed, the city council may, by majority vote, select a new organization. If only the representative is removed, the organization may select another representative to serve.
