The city hereby creates a commission for the advancement of women and girls to act in an advisory capacity to the city council in all matters pertaining to advancement of women and girls.

The advancement of women and girls commission shall consist of five city residents who are appointed by a majority of the city council. No city employee is eligible to serve as a member of the commission. No person shall remain a member if that person ceases being a resident of the city. The term of office for members shall be one year. Notwithstanding the foregoing, a member shall continue to serve until a qualified successor assumes that member's seat. If a vacancy occurs during the term, the council shall appoint a qualified successor to serve the remainder of the term. A majority of the council may remove a member at any council meeting.

If, without cause, a member of the commission is absent from three successive meetings of the commission, other than by permission of the commission expressed in its official minutes, the office of such a member shall be deemed to be vacant and the term of such member terminated. The commission shall immediately inform the city council of such termination.

An absence due to illness or an unavoidable absence from the city shall be deemed absence for cause if written notice thereof is sent to the commission on or before the day of any regular meeting of the commission.

A regular meeting, as provided by law or by rule of the commission, shall be deemed a regular meeting for the purpose of this chapter. The commission, by resolution, may fix the time and place of meetings.

The commission shall elect its chair and vice chair from among its appointed members for a term of one year, and subject to other provisions of law, may create and fill such other offices as it may determine. The commission shall adopt rules for transaction of business and shall keep a record of the resolutions, transactions, findings and determinations, which record shall be a public record.

The commission shall act in an advisory capacity to the city council in all matters pertaining to advancement of women and girls.

To accomplish its purpose, the commission may:
A. 
Assess and evaluate the needs and issues of women and girls in the city in order to inform and advise the city council, city departments and divisions, and other community agencies and organizations of those needs and issues;
B. 
Recommend programs and/or regulations to the city council to promote and ensure equal rights and opportunities to and for women and girls in the city;
C. 
To promote education on issues regarding matters involving the needs of women and girls;
D. 
To review and disseminate information related to the purposes stated herein;
E. 
Provide outreach information and education that empowers women to achieve self-sufficiency and self-esteem;
F. 
Maintain an active liaison with groups, organizations, agencies and individuals in regard to issues related to women;
G. 
Perform other duties as may be imposed upon the commission by the city council.
