The city of South El Monte hereby creates a patriotic commission to act in an advisory capacity to the city council in all matters pertaining to patriotism and the civic recognition of both active and veteran military personnel.

The patriotic commission shall consist of five city residents appointed by a majority of the city council. No city employee is eligible to serve as a member of the commission. No person shall remain a member if that person ceases being a resident of the city. The term of office for members shall be one year. Notwithstanding the foregoing, a member shall continue to serve until a qualified successor assumes that member's seat. If a vacancy occurs during the term, the council shall appoint a qualified successor to serve the remainder of the term. A majority of the council may remove a member at any council meeting.
Each member of the patriotic commission shall be compensated at such rate as the city council may from time to time fix by resolution.

If, without cause, a member of the patriotic commission is absent from three successive meetings of the commission, other than by permission of the commission expressed in its official minutes, the office of such a member shall be deemed to be vacant and the term of such member terminated. The patriotic commission shall immediately inform the city council of such termination.

An absence due to illness or an unavoidable absence from the city shall be deemed absence for cause if written notice thereof is sent to the patriotic commission on or before the day of any regular meeting of the commission.

A regular meeting as provided by law or by rule of the patriotic commission or any regularly advertised public hearing before the patriotic commission shall be deemed a regular meeting for the purpose of this chapter.

The chairperson of the patriotic commission shall elect its chairperson from among its appointed members for a term of one year. Subject to other provisions of law, the commission may create and fill such other offices as it may determine. The patriotic commission shall adopt rules for transaction of business and shall keep a record of the resolutions, transactions, findings and determinations, which record shall be a public record.
