A. 
The animal control ordinance, as the same exists as of January 1, 2014, adopted by the Southeast Area Animal Control Authority (SEAACA), is hereby adopted by this reference as the animal control ordinance of the city of South El Monte.
B. 
Notwithstanding the provisions of subsection A, part X "Kennels" of SEAACA's animal control ordinance shall not be adopted by reference.
C. 
A copy of SEAACA's animal control ordinance has been deposited with the office of the clerk and shall be at all times maintained by the clerk.

The following household pets shall be permitted:
A. 
Dog(s).
B. 
Cat(s).
C. 
Fish or other small aquatic creatures contained within aquariums not placed in the front yard and/or ponds.
D. 
Reptiles and amphibians, including, but not limited to, lizards, snakes, frogs and turtles when nonvenomous or non-poisonous and when confined in a cage or tank not located in the front yard of the property.
E. 
Birds, including, but not limited to, doves, pigeons, canneries, parrots, parakeets, and finches when not prohibited by Section 6.04.040 and when confined in a cage not located in the front yard of the property.
F. 
Mammals and rodents, including, but not limited to, rabbits, guinea pigs, hamsters and mice when confined in a cage not located in the front yard of the property.
G. 
Any animal licensed or certified to aid or assist the handicapped.

A. 
Cats and Dogs. A household may have up to three cats and/or dogs, in any combination, and their litter, up to ten weeks of age.
1. 
A person may apply for a permit to have one additional cat or dog, for a maximum number of four in any one household. The director of community development may grant the permit if the applicant is able to satisfy the following requirements:
a. 
The applicant has the authority and grants permission to the city to inspect the premises of the proposed location. The applicant shall submit payment for an inspection fee to the city in advance of the inspection. The fee shall be established by city council resolution.
b. 
(i) The residential property or structure is safe, clean and suitable for maintaining the additional animal; (ii) all four animals will be properly cared for by the owner(s); and (iii) the animals, individually or collectively, are not a threat to the health, safety, peace or general welfare of the community.
B. 
Fish and Aquatic Animals. A household may have fish and aquatic animals, provided they are contained in tanks and/or ponds that collectively contain a volume capacity no greater than two hundred fifty gallons. The ponds cannot be located in the front yard.
C. 
Small Birds. A household may have up to ten at any one time.
D. 
Small Reptiles and Amphibians. A household may have up to ten at any one time.
E. 
Small Mammals and Rodents. A household may have up to ten at any one time.
F. 
Collectively, there shall be no more than ten household pets at any given residential property or structure at any one time, excluding the number of fish and aqueous animals.

No person shall have, possess, maintain or harbor any of the following animals on any property in the city:
A. 
Horses, mules, donkeys, burros and similar animals.
B. 
Livestock and cattle, including, but limited to, cows, bulls, oxen, buffalos, llamas, camels, goats, sheep.
C. 
Pigs, swine, hogs and similar animals of any size or sex.
D. 
Bees or bee hives.
E. 
Fowl and poultry birds, including, but limited to, ostriches, ducks, geese, swan, turkeys, chickens, roosters and hens.
F. 
Large or venomous or poisonous reptiles.
G. 
Ferrets, weasels, squirrels or chipmunks.
H. 
Monkeys, chimpanzees and apes.
I. 
Any animal determined to be an endangered species by the United States Fish and Wildlife Service.
J. 
Any wild or undomesticated animal.
K. 
Any animal determined by the SEAACA to be a threat to the health, safety, peace or general welfare of the community.

No animal of any species shall be maintained on any residential property for breeding purposes. Unintended breeding shall be exempt.
