It is unlawful for any person other than a peace officer acting in his or her official line of duty to shoot, fire or discharge, or for any person, to cause or permit to be shot, fired or discharged in the city any rifle, shotgun, pistol, revolver or firearm, except when it may be necessary to do so to protect life or property or to destroy or kill any predatory or dangerous animal.

A. 
Upon receipt of a written application for a permit to sell or exchange firearms the city administrator shall make an investigation and submit to the council a report of the findings and recommendations for or against the issuance of a permit, together with the reasons therefor. After receipt of the recommendations and report, the council shall have the power, in its discretion, to permit or deny the application. Any permit granted by the council may be subject to such reasonable conditions and restrictions as may be imposed by the council and such conditions and restrictions shall be complied with by the permittee. A license fee in the sum of one hundred dollars shall be charged for each license.
B. 
Applications for a Permit to Sell or Exchange Firearms.
1. 
Shall be in writing;
2. 
Shall set forth the proposed location of the business;
3. 
The full name and address of the applicant shall be given;
4. 
If a corporation, the officers of the corporation shall be given;
5. 
Addresses of the applicant or its officers, if a corporation, or the partners if a partnership, for the five years immediately previous to the application, along with the work or business of all individuals referred to above over the same five-year period.

A. 
"Firearms," as used in subsection B of this section includes all firearms except those capable of being concealed upon the person. Firearms capable of being concealed upon the person are specifically controlled by Sections 12070 through 12077 of the Penal Code of the state.
B. 
No person shall sell or exchange any firearms except in a place of business which shall be licensed as a place of business to sell or exchange firearms by the city, except that the sale of a specific designated firearm may be made in the city as a result of a sale through classified advertising.
