The term "public park" as used in this chapter means any property exclusive of enclosed buildings owned by the city of South El Monte, or under the control of the city by permission of the owner thereof, and used in whole or in part by the city for any type of recreational activity.

No person shall possess or consume any alcoholic beverage in or at any public park or playground owned, maintained, or under the control of the city or used by the city with the consent or authorization of the owner thereof.

No person shall be in or remain at any public park between the hours of ten p.m. and seven a.m. except during such times as a recreation activity conducted by or with the permission of the city is being conducted thereon.

No motorized vehicles of any kind shall be permitted to be in, driven or ridden within any public park. This section shall not preclude vehicles authorized by the city from using established routes within any public park for the purpose of delivering or picking up materials and equipment used or to be used in connection with any recreation activity conducted by or with the permission of the city in such park; nor preclude the use of mechanical equipment in the maintenance of any park grounds or park equipment.

No person shall dispose of matter of any kind within any park except by placing such matter within receptacles provided for such purposes.

No person shall ride any bicycle in any public park except in areas where signs are posted specifically authorizing said use.

A. 
It is unlawful in New Temple Park, at 1450 Lidcombe Avenue, for any person, sixteen years of age or more, to play or practice baseball at the baseball field located north of the school buildings of New Temple School.
B. 
It is unlawful for any person to play or practice baseball at the baseball field described in subsection A of this section at any time and date unless the person or representative shall have obtained a permit from the director of community services of the city, or designee, specifying that baseball may be played or practiced at that time and date.
C. 
No person may play or practice baseball at the field described in subsection A of this section unless supervised by a person eighteen years of age or more.

No group of ten or more persons shall use a public park (as defined in Section 12.12.010) without first obtaining a "Group Use Permit" from the city. The city council shall by resolution establish rules and regulations governing group use of public parks. Such resolution shall specify the permit application fee and the grounds for denial of an application.
