For the purpose of this chapter, unless it is plainly evident from the context that a different meaning is intended, certain terms used herein are defined as follows:
"City recycling contractor"
means the designated company contracted by the city to pick up, haul and otherwise remove recyclable materials from locations within the city.
"Construction and demolition debris"
means the rubble generated from a construction or demolition of a building or structure, public works and public projects, street and right-of-way improvements.
"Recycling"
means the process of collecting, sorting, cleansing, treating and reconstituting materials that would otherwise be solid waste and returning them to the economic mainstream in the form of raw material for new, reused or reconstituted products which meet the quality standards necessary to be used in the marketplace.
(Ord. 1019, 1999)
Construction and demolition debris generated within the city shall be recycled to the greatest extent feasible to comply with state-mandated waste diversion requirements.
(Ord. 1019, 1999)
A contractor producing construction and demolition debris shall either contract with the city's recycling contractor for the removal of the debris, or self-haul to an approved disposal site.
(Ord. 1019, 1999)
Prior to receiving a permit from the city for construction or demolition, the contractor shall develop and submit a plan to recycle and salvage the projected construction and demolition debris to the greatest extent feasible. The recycling plan may include source-separated recycling, salvaging, and disposal on nonrecyclables and nonsalvageable debris.
