The purpose of the C-2 district is to enhance the commercial and economic viability of the community and the neighborhood by providing for a wide variety of commercial, professional, storage, automobile repair, mixed residential and light industrial uses that are aesthetically pleasing and serve both the community as well as visitors and tourists.
The following regulations shall apply in all C-2 districts and shall be subject to the provisions of Chapters 17.48 through 17.52.

The following uses are permitted within the C-2 zone without a conditional use permit:
(1) 
Wholesale stores, storage and warehouses;
(2) 
Light manufacturing, dry cleaning plants and laundries;
(3) 
Printing plants, electrical distribution substations including microwave facilities when a part of a public utility installation;
(4) 
Automobile, truck, trailer, boat sales, rentals and service within a building;
(5) 
Building materials wholly within a building;
(6) 
Secondhand sales within a building;
(7) 
Research and development plants, electronic plants within a building;
(8) 
Those uses as designated as permitted uses (P) in the First Street Corridor (FSC) zoning designation (adopted per Ord. 2011-692 January 25, 2011);
(9) 
Pet care facilities (veterinary hospitals and pet boarding) when located three hundred feet or more from a residential zone and/or a residential use and/or motel and/or campground;
(10) 
Emergency shelters per California Health and Safety Code Section 50801: housing with minimal supportive services for homeless persons that is limited to occupancy of six months or less by a homeless person.

Uses subject to CUP shall be as follows:
(1) 
Residential uses for caretakers in conjunction with permitted uses;
(2) 
Farm implement, heavy equipment sales, rental and service. Contractors’ yards where such yard shall be enclosed by a minimum solid six-foot fence subject to the conditions of Section 17.24.090;
(3) 
Outdoor sales establishments of a wholesale nature. Building materials yards where such yard shall be completely enclosed by a durable solid six-foot fence or wall subject to the conditions of Section 17.24.090, corporation and service yards;
(4) 
Outdoor sales of automobiles, trucks, trailers, boat sales, rental and service;
(5) 
Gasoline service stations;
(6) 
Light manufacturing uses when within a building, corporation yard or service yard. Materials and equipment stored outside of a building shall be completely enclosed by a durable solid six-foot fence or wall subject to the conditions of Section 17.24.090;
(7) 
Truck terminals wholly within a building and when operated in conjunction with a permitted use;
(8) 
Bulk petroleum distributing plants;
(9) 
Those uses as designated as conditional use permitted (UP) uses in the First Street Corridor (FSC) zoning designation (adopted per Ordinance No. 2011-692 January 25, 2011);
(10) 
Pet care facilities (veterinary hospitals and pet boarding) when located less than three hundred feet from a residential zone and/or a residential use and/or motel;
(11) 
Any other uses which the planning commission finds to be consistent and similar in nature and character with the uses set out herein.

(1) 
Accessory buildings are permitted, only if constructed simultaneously with or subsequent to the main building;
(2) 
Accessory uses which are normally incidental to the uses permitted;
(3) 
Signs will be consistent with the Sign Regulations (Chapter 17.55) and sign permits are required for signs as specified in Chapter 17.55. For signs on buildings and properties along First Street, additional guidelines for sign design are contained in the Historic Corridor Revitalization Plan and Form-Based Code.

Unless optional design standards are used as set out in Section 17.24.110, the minimum building site, lot width and lot depth according to Table 17.24-1 are applicable.

Unless otherwise required in Chapters 17.48 through 17.52, establishing plan lines, or unless optional design standards have been used as set out in Section 17.24.110, the following requirements shall apply:
(1) 
Front Yard. None required, unless contiguous to an R district, then such front yard shall be fifteen feet.
(2) 
Side Yard. None required, unless such side yard is contiguous to an R district, then such side yard shall be ten feet.
(3) 
Rear Yard. None required, unless contiguous to an R district and where there is no alley, then such rear yard shall be ten feet.

Fences and walls are permitted and shall be required to screen storage, and outside industrial uses. The design and location of such fences and walls shall be subject to the approval of the community development director for developments that are permitted uses (not requiring a CUP) and subject to the approval of the planning commission for developments that require conditional use permits and shall not exceed eight feet in height, and where the same are located adjacent to any access into a public street and same shall not exceed three feet in height.

When a building abuts an alley and where access is provided upon such alley, such building shall not be located closer than thirty feet from the opposite side of such abutting alley.

When a development has been approved by the planning commission under the optional design and improvement standards of the subdivision title, then Sections 16.12.300 to 16.12.330 shall be considered as the requirements of this chapter to the extent it is consistent with the general plan.

The provision of Chapter 17.52 shall apply in determining the amount of parking space that must be provided for each use. The parking space and loading area shall be improved as set forth in said chapter. Off-street parking for emergency shelters shall meet the general design standards of Chapter 17.52 and the number of required spaces shall be same as for other uses within that same zone district.

Building elevations, site plans and landscaping plans shall be approved by the architectural committee prior to the issuance of a building permit. The Downtown Historic Architectural Design Guidelines contained in the Historic Corridor Revitalization Plan will be used as general design guidelines for new development in the C-2 zone for properties along First Street. Any outdoor sales area, parking area or service station or similar use shall install and maintain a minimum of ten percent of the gross area as landscaped areas. Such maintenance shall be a condition of the use.

(a) 
Lighting. Adequate external lighting shall be provided for security and safety purposes. The lighting shall be stationary, directed away from adjacent properties and public rights-of-way, and of an intensity compatible with the neighborhood.
(b) 
Landscaping. Landscaping and irrigation shall be installed and maintained pursuant to landscape and irrigation plans approved for the project. Where feasible, drought tolerant and native plants will be used.
(c) 
Noise Production. The regulations of Section 17.56.030 shall apply to uses in the C-2 zone.
(d) 
Refuse. Each use shall provide a refuse storage area(s) that is completely enclosed with masonry walls not less than six feet high with a solid-gated opening and that is large enough to accommodate a standardsized trash bin adequate for each use. Refuse enclosures shall be accessible to refuse collection vehicles.
(e) 
Each project, whether approved by the planning commission (conditional use permits) or by the community development director for permitted uses (plot plan review permits and staff issued zone clearances), shall be conditioned to meet the criteria of Chapter 17.56.

The purpose of these standards is to ensure the development of shelters for the homeless do not adversely impact adjacent parcels or the surrounding neighborhood, and shall be developed in a manner which protects the health, safety, and general welfare of the nearby residents and businesses, while providing for the housing needs of a disadvantaged segment of the community. The following performance standards shall apply to shelters for the homeless:
(a) 
Property Development Standards. The shelter for the homeless shall conform to all property development standards of the zoning district in which it is located except as modified by these performance standards.
(b) 
Maximum Number of Persons/Beds. Each shelter for the homeless shall contain a maximum of twenty beds and shall serve no more than twenty homeless persons.
(c) 
Laundry Facilities. The development shall provide laundry facilities adequate for the number of residents.
(d) 
Common Facilities. The development may provide one or more of the following specific common facilities for the exclusive use of the residents:
(1) 
Central cooking and dining room(s).
(2) 
Recreation room.
(e) 
Health and Safety Standards. Emergency shelters must comply with all standards set forth in Title 25 of the California Administrative Code (Part 1, Chapter F, Subchapter 12, Section 7972).
(f) 
Shelter Provider. The agency or organization operating the shelter shall comply with the following requirements:
(1) 
Temporary shelter shall be available to residents for no more than six months per Health and Safety Code Section 50801. No individual or household may be denied emergency shelter because of an inability to pay.
(2) 
Staff and services at each shelter shall be provided to assist residents to obtain permanent shelter and income. Such services shall be available at no cost to all residents of a provider’s shelter or shelters.
(3) 
The provider shall not discriminate in any services provided.
