The city council determines and declares that there is a need
for a redevelopment agency to function within the city pursuant to
the community redevelopment law.

The city council declares itself to be the redevelopment agency
of the city and finds that such notion will serve the public interest
and promote the public safety and welfare in an effective manner.
All of the rights, powers, duties, privileges, and immunities vested
in such an agency by the community redevelopment law are vested in
the city council.

The redevelopment agency of the city shall be known as the "community
development agency of the city of Lemon Grove."
