This chapter shall be known as "Obstructing Free Movement, Soliciting,
Camping and Storage of Personal Property."

For the purpose of this chapter, the following definitions shall
apply:
"Business"
means any type of product, good, service, performance or
activity which is provided or performed, or offered to be provided
or performed, in exchange for money, labor, goods or any other form
of consideration.
"Camp"
means to pitch or occupy camp facilities; to live temporarily
in a camp facility or outdoors; to use camp paraphernalia.
"Camp paraphernalia"
means, but is not limited to, tarpaulins, cots, beds, sleeping
bags, hammocks or non-city designated cooking facilities and similar
equipment.
"Coerce"
means to force or bring about by force or threat.
"Commercial parking area"
means privately owned property which is designed or used
primarily for the parking of vehicles and which adjoins one or more
commercial establishments.
"Employment"
means services, industry or labor performed by a person for
wages or other compensation or under any contract of hire, written,
oral, express or implied.
"Harass"
means to irritate or torment persistently.
"Hound"
means to pursue relentlessly and tenaciously.
"Intentionally block"
means to walk, stand, sit, lie or place an object in such
a manner as to block passage by another person or a vehicle, or to
require another person or driver of a vehicle to take evasive action
to avoid physical contact.
"Intimidate"
means to frighten into submission or obedience.
"Maliciously"
means a wish to vex, annoy, or injure another person, or
an intent to do a wrongful act, established either by proof or presumption
of law.
A "person"
means both individual persons and organizations.
"Solicit"
means any request, offer, enticement or action which announces
the availability for or of employment, the sale of goods, or a request
for money or other property; or any request, offer, enticement or
action which seeks to purchase or secure goods or employment, or to
make a contribution of money or other property. As defined herein,
a solicitation shall be deemed complete when made whether or not an
actual employment relationship is created, a transaction is completed,
or an exchange of money or other property takes place.
"Store"
means to put aside or accumulate for use when needed, to
put for safekeeping, to place or leave in a location.
"Street"
means highway as defined in Section 12.04.005(E).
"Threaten"
means to express an intention to inflict bodily injury or
damage.
"Willfully,"
means when applied to the intent with which an act is done
or omitted, implies simply a purpose or willingness to commit the
act, or make the omission referred to. It does not require any intent
to violate law, or to injure another, or to acquire any advantage.
