There is established in the city a traffic advisory committee,
referred to in this chapter as the committee.

A. The
committee shall consist of the following members:
1. One
representative of the public works department;
2. One
representative of the city engineer;
3. One
representative of the development services department;
4. One
representative of the San Diego County sheriff's department; and
5. One
representative designated by Heartland Fire & Rescue.
B. The
traffic advisory committee secretary, appointed by the traffic advisory
committee, shall inform the city council of the name of each member
of the committee, and any alternates that such organizations or individuals
may appoint.
C. Representatives
to the committee shall serve without additional compensation over
and above their rate of pay and/or contractual rate.

Upon the receipt of a request or recommendation for a traffic
regulation in the city, the committee may proceed to make such investigation
as it deems necessary, which may include engineering studies and studies
of traffic conditions. Upon completing such investigation, the committee
shall make its report and recommendation to the city engineer and
to the council.

The council may proceed to adopt any amendment to this code,
or any resolution pursuant thereto, without first receiving the recommendation
or report of the committee, and the council shall not be bound by
any recommendation or report of the committee.
