It is unlawful for any person to ride a bicycle upon any sidewalk
in a business district.

A. It
is unlawful for any person upon roller skates or riding on or by means
of a coaster, skateboard or similar device to go upon any roadway
or sidewalk in the central commercial area of the city.
B. The
central commercial area of the city is defined as that area of the
city zoned central commercial plus area zoned general commercial that
is bounded on the west by Lemon Grove Avenue, on the south by Lincoln
Avenue, on the east by School Lane and on the north by the central
commercial zone. The central commercial area is considered to include
the roadway and sidewalks on both sides of all boundary streets as
well as for all streets located internally to the boundary streets.
C. It
is unlawful for any person to ride roller skates, skateboards, coasters,
or similar devices upon the sidewalk or public plaza in any business
district or any private parking lot or property open to the public,
including city owned property, where signs prohibiting such activity
are displayed.
D. A violation
of this section is an infraction punishable by:
1. A
fine not exceeding fifty dollars for a first violation;
2. A
fine not exceeding one hundred dollars for a second violation of the
same section within one year;
3. A
fine not exceeding two hundred dollars for each additional violation
of the same section within one year.
