Throughout this chapter, the following words and phrases shall
have the meanings ascribed as follows.
"General plan roadway"
means any street identified in any adopted specific plan
or in the roadway circulation plan of the mobility/circulation element
of the Lemon Grove general plan, as amended.
"Street"
means a city road, state highway, public road, street, or
alley.

The official centerline of a street shall be as follows:
A. The
official centerline of the street as shown on a final subdivision
map, a record of survey map, or a recorded road survey map established
by a licensed registered civil engineer or land surveyor shall be
the centerline. The official centerline shall be that centerline shown
on the most recent qualifying map or plan for purposes of this chapter.
B. If no such map is filed pursuant to subsection
A of this section or if there is an ambiguity within or between such maps, the official centerline of the street shall be established by the city engineer with the concurrence of the community development director.
C. In the event that the official centerline of a street has not been established according to subsections
A or
B of this section, or that the map filed as in subsection
A of this section does not show an official centerline, then, until such time as the official centerline is established pursuant to subsections
A or
B of this section, it is presumed that the official centerline is a line equidistant between the existing exterior right-of-way lines of the street.

An established official centerline shall not be deemed changed
by the vacation or widening of a part of the ultimate right-of-way
on either or both sides thereof. No established official centerline
shall be changed except by any of the following methods:
A. A new
subdivision map or a resubdivision map filed in accordance with the
Subdivision Map Act;
C. A new
road survey map prepared by and filed with the engineering division;
or
The city engineer with the concurrence of the community development
director may determine a new location for an official centerline of
any general plan roadway.

The following persons, and no others, are authorized to appeal
from the decision of the city engineer or community development director:
A. Persons
owning real property adjoining the portion of the street for which
the centerline is proposed to be established or changed; and
B. Persons
owning real property that adjoins said street and are within three
hundred feet of the portion thereof for which the centerline is to
be established or changed and is not separated from such portion by
an intersecting street.
