Pursuant to the provisions of Section 35701 of the
Vehicle Code,
no person, corporation, or any other organization shall use or operate
any commercial vehicle or any vehicle exceeding six thousand pounds
rated gross weight on or over any street, road or public right-of-way
within the city except the following streets which are designated
truck routes:
Route 1—College Avenue from Federal Blvd., north to the
city boundary;
Route 2—Massachusetts from Broadway north to the city
boundary;
Route 3—Broadway from the eastern city boundary continuing
west to College Avenue;
Route 4—Federal Blvd. from the western city boundary continuing
east to Broadway;
Route 5—Lemon Grove Avenue from the northern city boundary
continuing south to the southern city boundary.

The provisions of this chapter are not applicable with respect
to any vehicle which is subject to the provisions of Sections 1031
through 1036, inclusive of the
Public Utilities Code.

This chapter shall not prohibit any commercial vehicles coming
from an unrestricted street having ingress or egress by direct route
to and from a restricted street when necessary for the purpose of
making pickups and deliveries of goods, wares, merchandise and refuse
from or to any building or structure located on the restricted street
or for the purpose of delivering materials to be used in the actual
and bona fide repair, alteration, remodeling or construction of any
building or structure upon the restricted street for which a building
permit has been previously obtained.

This chapter shall not apply to any vehicle owned by a public
utility or a licensed contractor while necessarily in use in connection,
installation or repair of any public utility.

Violation of this chapter is an infraction and is punishable
by: (1) a fine not exceeding one hundred dollars for a first violation;
(2) a fine not exceeding two hundred dollars for a second violation
of the same ordinance within one year; (3) a fine not exceeding five
hundred dollars for each additional violation of the same ordinance
within one year.

This chapter shall not be effective until the appropriate signs
are erected indicating those streets which are affected by the provisions
of this chapter.
