Except as provided in Article VII of this chapter, all work
performed and all plans and specifications required under the provisions
of this chapter shall conform to the requirements prescribed by "The
San Diego Area Regional Standard Drawings" and "The Standard Specifications
for Public Works Construction," copies of which are on file in the
office of the city clerk, and any amendments thereto approved and
adopted by the city council and filed in the office of the city clerk.
