The city council finds and determines that the city's ability to provide adequate police and fire protection services for the protection of persons and property within the city depends upon the availability of funds. The charges levied in this article upon property within the city are levied solely for the purpose of providing revenue to finance police and fire protection services.

Commencing March 1, 1979, or such later date as may be specified by resolution of the city council, property within the city shall be assessed a monthly public safety charge as set forth by ordinance.

Unless waived by resolution of the city council adopted prior to May 1st of any year, commencing July 1, 1979, and each July 1st thereafter, the amounts specified in Section 15.08.020 shall be increased by three percent of the amount applicable to the preceding year. The finance director shall maintain a current schedule of rates and charges based upon the yearly increase specified herein and shall make the same available to any interested party upon request.

Revenue derived under the provisions of this article shall be used only to meet the operating expenses of the police and fire protection services of the city. A specific fund shall be established for the deposit and disbursement of the funds collected under this article.
