For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
Advertising vehicle.
Any vehicle which carries, while in motion or standing, for display to the view of the public upon or along a public street or way, any signs, or any statuary or other advertising objects, symbols or matter; and any vehicle which is especially fitted up to present a grotesque, arresting or unusual appearance for advertising purposes, or for the purpose of attracting the attention of the public upon or along a public street or way.
Bicycle.
A light vehicle without a motor, having two wheels, handlebars and a seat, and propelled by the operator. The term "bicycle" shall include unicycles also.
Central traffic district.
All streets and portions of streets within the area described as follows: All that area contained within the following description: Beginning at a point on the west line of the Southern Pacific railroad right-of-way at a point which is also the centerline of 5th Street; then westerly along the centerline of 5th Street to the centerline of F Street; then southerly along the centerline of F Street to the centerline of 4th Street; thence westerly along the centerline of 4th Street to the centerline of C Street; then southerly along the centerline of C Street to the centerline of 3rd Street; then westerly on the centerline of 3rd Street to the centerline of B Street; then southerly along the centerline of B Street to the centerline of 1st Street; then easterly along the centerline of 1st Street to a point on the westerly line of the Southern Pacific railroad right-of-way; then northerly along the westerly line of the Southern Pacific railroad right-of-way to the point of beginning.
Holidays.
January 1st, February 22nd, May 30th, July 4th, the first Monday in September, December 25th and Thanksgiving Day. If January 1st, February 22nd, May 30th, July 4th or December 25th falls upon a Sunday, the Monday following is a holiday.
Loading zone.
The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
Official time standard.
Whenever certain hours are named herein, they shall mean standard time or daylight saving time as may be in current use in this city.
Park.
To stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.
Parkway.
That portion of a street other than a roadway or a sidewalk.
Passenger loading zone.
The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
Pedestrian.
Any person afoot.
Police officer.
Every officer of the police department of this city, or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
School districts.
(1) 
West Davis School District. Anderson Road between the southerly line of Amherst Drive and the northerly line of Rutgers Drive.
(2) 
High School and Junior High School District. An area bounded on the south by the southerly line of Russell Boulevard extended to the easterly boundary of B Street, thence north along the easterly boundary to the southerly line of 5th Street, thence along the southerly line of 5th Street to its intersection with C Street, thence northerly along the east line of C Street to its intersection with 6th Street, thence westerly along the north line of 6th Street to its intersection with B Street, thence northerly along the east line of B Street to its intersection with 7th Street, thence westerly along the north line of 7th Street to A Street, thence southerly along the west line of A Street to its intersection with Russell Boulevard.
(3) 
Central School District. An area bounded on the south by the southerly line of 3rd Street, on the east by the easterly line of C Street, on the north by the northerly line of 4th Street, and on the west by the westerly line of B Street.
(4) 
North Davis School District. 14th Street between the westerly line of B Street and the easterly line of F Street.
(5) 
East Davis School District. East 8th Street between the westerly line of L Street and the easterly line of North Street extended.
(6) 
Birch Lane School District. Birch Lane between the northerly line of Chapman Place and a parallel line a distance of one thousand feet to the south.
(7) 
High School District. 14th Street between the westerly line of B Street and the westerly line of Oak Avenue.
Sound vehicle.
Any vehicle which carries or is equipped with any instrument or device, whether or not physically attached to such vehicle, for the production or reproduction of music, spoken words or other sounds, or any loud speaker or other sound amplifying device designed to enlarge the volume or sound produced by any instrument or by the human voice, which instrument or device is used or intended to be used for the purpose of advertising, or calling attention to any Article, thing or event, or for the purpose of addressing the public or of attracting the attention of the public, along or upon a public street or way along which such vehicle travels.
Stop.
When required, means complete cessation of movement.
Stop or stand.
When prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or official traffic control device.
Whenever any words or phrases used in this chapter are not defined herein, but are now defined in the Vehicle Code of the state, such definitions are incorporated herein and shall be deemed to apply to such words and phrases used herein as though set forth herein in full.

(a) 
No person shall do any act forbidden or fail to perform any act required in this chapter.
(b) 
No person shall willfully fail or refuse to comply with any lawful order of a police officer, fire department official, police aide or police explorer when directing traffic.
(c) 
The parking, standing or stopping of vehicles in violation of this chapter shall be an infraction. The failure to correct a violation shall constitute a continuing offense and each additional time period of parking, standing or stopping in excess of an established time limit shall constitute an additional and separate infraction.

It shall be the duty of the officers of the police department and such other persons as are appointed by the chief of police to enforce all street traffic laws of this city and all of the state vehicle laws applicable to street traffic in this city.

(a) 
Officers of the police department and such other persons as are appointed by the chief of police are hereby authorized to direct all traffic by voice, hand or other signal in conformance with traffic laws; provided, that in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the police department may direct traffic as conditions may require, notwithstanding the provisions of the traffic laws.
(b) 
Officers of the fire department, when at the scene of a fire or when in the course of their duties they are protecting the personnel or equipment of the fire department, may direct, or may assist the police in directing traffic.
(c) 
Persons appointed by the chief of police as junior traffic police, when wearing an insignia or uniform indicating such appointment, may direct, or may assist the police in directing, by voice, hand or other signal in conformance with traffic laws, traffic at crosswalks in school districts.
(d) 
Except as provided in this section, no person shall direct or attempt to direct traffic by voice, hand or other signal, unless authorized to do so by the chief of police.

The provisions of this chapter shall apply to the driver of any vehicle owned by or used in the service of the United States government, this state, any county or city and it shall be unlawful for any such driver to violate any of the provisions of this chapter except as otherwise permitted in this chapter or by the Vehicle Code of the state.

(a) 
The provisions of this chapter regulating the operation, parking and standing of vehicles shall not apply to any vehicle of the police or fire departments, any public ambulance, any public utility vehicle or any private ambulance, which public utility vehicle or private ambulance has qualified as an authorized emergency vehicle, when any vehicle mentioned in this section is operated in the manner specified in the Vehicle Code of the state in response to an emergency call.
(b) 
The foregoing exemptions shall not, however, protect the driver of any such vehicle from the consequences of his or her wilful disregard of the safety of others.
(c) 
The provisions of this chapter regulating the parking or standing of vehicles shall not apply to any vehicle of a city department or public utility while necessarily in use for construction or repair work, or to any vehicle owned by the United States while in use for the collection, transportation or delivery of United States mail.
(d) 
The provisions of this chapter regulating the parking or standing of vehicles shall not apply to any commercial vehicle carrying heavy tools, materials or equipment while actually engaged in the construction or repair work upon the public street, or property adjacent thereto; provided, that a valid construction parking permit, issued by the chief of police, is displayed in the lower right-hand corner of the windshield of such vehicle.
(e) 
The chief of police is hereby authorized to issue construction parking permits to persons engaged in construction or repair work upon the public street or property adjacent thereto. Such permits shall have indicated on them the time during which such permits shall be effective. No such permit shall be valid except for that period of time so designated.

(a) 
The driver of a vehicle or the person in charge of any bicycle or animal involved in any accident resulting in damage to any property, publicly owned or owned by a public utility, including, but not limited to, any fire hydrant, ornamental lighting post, telephone pole, electric light or power pole, or resulting in damage to any ornamental shade tree, traffic control device or other property of a like nature located in or along any street, shall within twenty-four hours after such accident make a written report of such accident to the police department of this city.
(b) 
Every such report shall state the time when and the place where the accident took place, the name and address of the person owning and of the person driving or in charge of such vehicle, bicycle or animal, the license number of every such vehicle or bicycle and shall briefly describe the property damaged in such accident.
(c) 
A driver involved in an accident shall not be subject to the requirements or penalties of this section if and during the time such driver is physically incapable of making a report, but in such event the driver shall make a report as required in subsection (a) of this section within twenty-four hours after regaining ability to make such report.

Whenever the city traffic engineer finds that any hedge, shrub or tree obstructs the view of any intersection, or obstructs the view of the traffic upon a street approaching any intersection in such a manner as to constitute a hazard to public safety and travel, he or she may in writing request the owner or occupant of the property on which such hedge, shrub or tree is located to prune the same. If such hedge, shrub or tree is not pruned as requested within ten days thereafter, the city traffic engineer may cause such hedge, shrub or tree to be pruned in such a manner that it will not constitute a hazard to public safety and travel. If the city traffic engineer twice requests in writing that an owner or occupant prune a hedge, shrub or tree, and the owner or occupant fails to do so each time, the city traffic engineer may, following the third such written request, remove the hedge, shrub, or tree.

Whenever any ordinance or resolution of this city designates any one-way street or alleys the city traffic engineer shall place and maintain signs giving notice thereof, and no such regulations shall be effective unless such signs are in place. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.

In accordance with Section 22.01.100 and when properly sign-posted, traffic shall move only in the direction indicated upon the following streets and alleys:
"A" Street, northbound, between First Street and Russell Blvd. (Exception: for purposes of bicycle travel only, a lane shall be designated for southbound travel between seventy feet north of Third Street and First Street);
Alley, northbound, between A Street and University Avenue from Second Street to Third Street;
Alley, northbound, between F Street and G Street from Second Street to Third Street;
Alley, northbound, between F Street and G Street from Third Street to Fourth Street;
Rice Lane, westbound, from B Street to A Street;
University Avenue, southbound, from Fourth Street to Second Street.

It shall be unlawful for any person who is under the influence of intoxicating liquor or narcotic drugs to be in or about any vehicle to which he or she has right of access or control while such vehicle is in or upon any street or any other public place in the city, unless the same is under the immediate control or operation of a person not under the influence of intoxicating liquor or narcotic drugs.

Any person riding upon any bicycle, motorcycle, coaster, roller skates or any toy vehicle shall not attach the same or him or herself to any vehicle being operated upon any street.
(Code 1964 § 4-3.802)
It shall be unlawful for any person to cause or permit any railway train or railway car or similar vehicle on rails to operate or to be operated in such a manner as to prevent the use of any street for the purposes of travel for a period of time longer than ten minutes; except, that this provision shall not apply to railway trains, cars or similar vehicles on rails while blocking or obstructing a crossing because of an accident which requires the operator of the train, car or similar vehicle on rails to stop at or near the scene of the accident.
