(a) 
The provisions of this chapter prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times specified in this chapter, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
(b) 
The provisions of this chapter imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code of the state or any ordinances of this city prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

A comprehensive schedule of civil fines and penalties for parking violations and late payment penalties shall be set by resolution of the city council.

The city traffic engineer shall appropriately sign or mark the following places and when so signed or marked no person shall stop, stand or park a vehicle in any of such places:
(a) 
At any place within twenty feet of a point on the curb immediately opposite the mid-block end of a safety zone.
(b) 
At any place within twenty feet of a crosswalk at an intersection in the central traffic district or in any business district except that a bus may stop at a designated bus stop.
(c) 
Within twenty feet of the approach to any traffic signal, boulevard stop sign or official electric flashing device.
(d) 
At any place where the city traffic engineer determines that it is necessary in order to eliminate dangerous traffic hazards.

(a) 
No person who owns or has possession, custody, or control of any vehicle shall park such vehicle upon any street, alley or city parking lot for more than a consecutive period of one hundred twenty hours without driving such vehicle.
(b) 
In the event a vehicle is parked or left standing upon a street, alley or city parking lot in excess of one hundred twenty hours without being driven, any member of the police department authorized by the chief of police may remove such vehicle from the street, alley or city parking lot in the manner and subject to the requirements of the Vehicle Code of the state.
(c) 
Vehicle, for the purposes of this section, means a device by which any person or property may be propelled, moved or drawn upon a highway, except a device moved exclusively by human power or used exclusively upon stationary rails or tracks.
(d) 
Driving and driver, for the purposes of this section, mean moving a vehicle under its own power. Driving and driver, for the purposes of this section, do not include pushing a vehicle.

No person shall park a vehicle upon any roadway for the principal purpose of:
(a) 
Displaying such vehicle for sale;
(b) 
Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency, and except such washing as may be done by the occupant of a dwelling in a roadway adjacent to such dwelling; provided, that no vehicle shall be washed upon any roadway in the central traffic district.

(a) 
Subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen inches of the left-hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.
(b) 
In the event a street includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.
(c) 
The city traffic engineer is authorized to determine when standing or parking shall be prohibited upon the left-hand side of any one-way street or when standing or parking may be permitted upon the left-hand side of any one-way roadway of a street having two or more separate roadways and shall erect signs giving notice thereof.
(d) 
The requirement of parallel parking shall not apply in the event any commercial vehicle is actually engaged in the process of loading or unloading freight or goods, in which case that vehicle may be backed up to the curb; provided, that such vehicle does not extend beyond the centerline of the street and does not block traffic thereby.

(a) 
Whenever any ordinance of this city designates and describes any street or portion thereof upon which angle parking shall be permitted, the city traffic engineer shall mark or sign such street indicating the angle at which vehicles shall be parked.
(b) 
When signs or markings are in place indicating angle parking as herein provided, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings with the right front wheel of the vehicle within eighteen inches of the curb or edge of the street.

(a) 
The city traffic engineer is authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in his or her opinion, interfere with traffic or create a hazardous situation.
(b) 
When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.

In accordance with this section, and when signs or markings are in place giving notice thereof, commercial truck is not on an approved truck route are permitted to be parked only as indicated by such marks or signs on the following streets or portions thereof:
Chiles Road from Mace Boulevard to the west curb extension of El Cemonte Avenue, north side.
Chiles Road from two hundred seventy-five feet east of Mace Boulevard to five hundred thirty feet east of Mace Boulevard, south side.
El Cemonte Avenue, from fifty feet south of the south curb extension of Chiles Road to twenty feet north of the south curb extension of Glide Drive, west side.

In accordance with this section, and when signs or markings are in place giving notice thereof, commercial vehicles are prohibited from parking more than eighteen inches from the curb between the hours of 12:00 p.m. and 1:30 p.m., Monday through Saturday, for the following street locations:

F Street between First Street and Fourth Street.

(a) 
The city traffic engineer is authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed thirty feet.
(b) 
When official signs or markings prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marking.

(a) 
Whenever the city manager shall determine that the orderly, efficient conduct of the city's business requires that parking or standing of vehicles on city property be prohibited, limited or restricted, the city manager shall have the power and authority, pursuant to California Vehicle Code Sections 22651(n) and 21113(c), to order signs to be erected or posted indicating that the parking of vehicles is thus prohibited, limited or restricted, and that vehicles in violation may be removed.
(b) 
When signs authorized by the provisions of this section are in place, giving notice thereof, no person shall park or stand any vehicle contrary to the directions or provisions of such signs. When such signs so state, vehicles in violation may be removed in the manner permitted by the vehicle code.

(a) 
Except as may be required by any other ordinance, regulation, statute or use entitlement or permit, the owner or person in lawful possession of a privately owned and maintained off-street parking lot or facility, may prohibit or restrict parking at such lot or facility.
(b) 
When public parking is prohibited or restricted, the owner or person in lawful possession or their agent shall display in plain view at all entrances to the property, a sign not less than seventeen by twenty-two inches in size, with lettering not less than one inch in height, prohibiting or restricting public parking, indicating that violators' vehicles may be removed at the vehicle owner's expense and that violators may be cited by the Davis police department. The sign shall also display the telephone number of the Davis Police Department (747-5400) and a reference to California Vehicle Code Section 22658 (CVC 22658).
(c) 
When signs required by subsection (b) of this section are in place, no person shall park or stand any vehicle contrary to the directions or provisions of such signs or other signs or markings on the premises. Violators may be cited by the police department pursuant to this section or pursuant to any other provisions of state law or city ordinance.
(d) 
If an authorized sign is displayed in plain view at each entrance to the property and the owner or person in lawful possession of private property desires patrol enforcement in addition to the issuance of a citation upon the request of the owner or person in lawful possession, the owner or person in lawful possession may request patrol enforcement by the city parking enforcement authority of parking restrictions stated in the authorized sign. Any owner or person in lawful possession of private property located within the core area who requests parking restrictions by the city parking enforcement authority pursuant to this section shall enter into an agreement with the city setting a fee to be paid by the person requesting the city patrol private parking enforcement service.

It shall be unlawful and a misdemeanor for any person to enter, be upon the premises, or remain upon the premises of the parking areas, stairwells, halls, elevator and parking area approach and departure ramps of the structure located at 101 F Street in the city, unless that person is on the premises for the purpose of parking a vehicle or retrieving a vehicle. This section shall not apply to city employees acting within the scope of their employment, or any other person authorized to enter by the city.

(a) 
It shall be unlawful for any person to enter or remain in or upon the public parking commonly known as the E Street Plaza Parking Lot, located between E and F Streets and 2nd and 3rd Streets, unless that person is on the premises for the purpose of parking a vehicle, riding in a vehicle at that time that is lawfully parked therein, or when proceeding to and from a vehicle lawfully parked or retrieving a vehicle. This section shall not apply to city employees acting within the scope of their employment, or any other person authorized to enter by the city.
(b) 
It shall be unlawful for any person to enter or remain in the E Street Plaza Parking Lot, except for the purpose of proceeding to or from a vehicle lawfully parked therein.
(c) 
It shall be unlawful for any person to remain within, or in or upon any vehicle located within the E Street Plaza Parking Lot, except for a period of time, not to exceed fifteen minutes, reasonably necessary to either park or exit a vehicle or to enter a vehicle and exit the E Street Plaza Parking Lot.
(d) 
Any violation of this section shall be a misdemeanor.

Pursuant to an agreement between the city and the county of Yolo, the city shall provide enforcement of parking regulations and restrictions, as provided in this article, within the parking lots adjacent to the county office building located within the city at 600 A Street. All entrances of the north parking lot shall be posted by the county according to statute and also where required by city staff. All entrances of the south parking lot shall be posted by the city according to statute and also where required by city staff.

(a)

Pursuant to an agreement between the city and the Davis Joint Unified School District, the city shall provide enforcement of parking regulations and restrictions, as provided in this article, within the parking lot owned by the school district located at 526 B Street, Davis. All entrances to the parking lot shall be posted by the district as required by state law. Additional signs shall be posted as required by the city.
When signs are posted, no person shall park or stand any vehicle contrary to the directions or provisions of such signs. When signs so state, vehicles in violation may be removed in the manner permitted by the Vehicle Code.

The city traffic engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.
When such parking space markings are placed in the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible.

(a) 
Whenever the city traffic engineer shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the city traffic engineer shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the city traffic engineer shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the city traffic engineer shall cause such signs to be removed promptly thereafter.
(b) 
When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.

When the city traffic engineer shall determine that the establishment of a bicycle parking zone is reasonably necessary or desirable for the regulation of traffic or to provide facilities for the temporary parking of bicycles being operated upon the public streets, or to safeguard life or property, he or she is hereby authorized to set aside a space on the street not more than thirty-six feet in length for the parking of bicycles during such hours of such days as are found by him or her to be best suited for the accomplishment of the purposes set forth in this section. When a bicycle parking zone is so established, the city traffic engineer shall cause appropriate signs to be posted thereat during such hours, giving notice that parking of other vehicles is prohibited. No person shall stop, stand or park any other vehicle in front of such zone while such signs are in place.

(a) 
The city traffic engineer is authorized, subject to the provisions and limitations of this chapter, to place the following curb markings to indicate parking or standing regulations, and such curb markings shall have the meanings as herein set forth.
(1) 
Red shall mean no stopping, standing or parking at any time except as permitted by the Vehicle Code of the state, and except that a bus may stop in a red zone marked or signed as a bus zone.
(2) 
Yellow shall mean no stopping, standing or parking at any time between 7:00 a.m. and 6:00 p.m. of any day except Sunday and holidays for any purpose other than the loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than thirty minutes.
(3) 
White shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers or for the purpose of depositing mail in an adjacent mail box, which shall not exceed three minutes and such restrictions shall apply between 7:00 a.m. and 6:00 p.m. of any day except Sunday and holidays and except as follows:
(A) 
When such zone is in front of a hotel or in front of a mail box, the restrictions shall apply at all times.
(B) 
When such zone is in front of a theater, the restrictions shall apply at all times except when such theater is closed.
(4) 
Green shall mean no standing or parking for longer than twenty minutes at any time between 7:00 a.m. and 6:00 p.m. of any day except Sunday and holidays, unless the city traffic engineer with the approval of the traffic committee has placed signs indicating that standing or parking for a longer period is permitted.
Green curb marking, beginning sixty-five feet south of the southerly curb line of Third Street, extending south forty feet on the east side of F Street, shall provide for standing or parking no longer than twenty minutes at any time, twenty-four hours a day, every day.
(b) 
When the city traffic engineer, as authorized under this chapter, has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section.

(a) 
In accordance with Section 22514(b) CVC, the city traffic engineer is hereby authorized to reduce the distance within which a vehicle may be parked to a fire hydrant. The minimum distance within which a vehicle may be parked to a fire hydrant that is located within ten feet of a corner or, located within ten feet of an area that is designated for no parking that runs continuously to a corner is ten feet. This provision will only apply to the city's central traffic district as defined in the city code and only at locations that have been designated by the placement of signs or markings.
(b) 
In all locations outside the central traffic district, and mid-block locations within the central traffic district that do not meet the aforementioned criteria, vehicles may not be parked within fifteen feet of a fire hydrant and are subject to citation and towing.

When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sunday and holidays, on any of the following streets for a period of time longer than one hour: None.

(a) 
On-street parking on a city street. A vehicle will be deemed to have been stopped, parked or left standing for longer than the time allowed in this section, if it has not been moved at least "out of the block face" following the expiration of the posted time limit in a timed parking zone. A "block face" consists of the legal parking spaces on both sides of the street on a block (in which the vehicle is parked), bounded by an intersection at each end. A vehicle may not re-park in the same block face sooner than a "timeout period" (equal to double the posted time limit) following the time at which a vehicle was initially parked.
(b) 
Off-street parking in a city-owned/leased parking lot or structure. A vehicle will be deemed to have been stopped, parked or left standing for longer than the time allowed in this section, if it has not been moved out of the parking lot or structure following the expiration of the posted time limit in a timed parking zone. A vehicle may not re-park in the same parking lot or structure sooner than a timeout period (equal to double the posted time limit) following the time at which a vehicle was initially parked.
(c) 
Scope. The re-parking restriction shall apply to all vehicles parked in timed parking zones, where signage has been posted, indicating prominently thereon the re-parking restrictions, in the following areas:
Downtown Core Area, defined as the area bounded by 5th Street on the north, 1st Street on the south, A Street on the west, and the Union Pacific railroad tracks on the east.
B Street, between 5th Street and 7th Street, east side of street.
C Street, between 5th Street and 6th Street, west side of street.
G Street, between 5th Street and a point approximately one hundred feet north, east side of street.
G Street, between 6th Street and a point approximately two hundred sixty feet north, east side of street.
I Street, between 3rd Street and the Union Pacific railroad tracks, west side of street.
I Street, between 3rd Street and a point approximately forty-five feet south, east side of street.
3rd Street, between I Street and the Union Pacific railroad tracks, both sides of street.
4th Street, between I Street and the Union Pacific railroad tracks, both sides of street.
6th Street, between B Street and C Street, south side of street.
(d) 
Exceptions. The three-minute passenger loading zones (marked with white curb painting) and twenty-minute limited parking zones (marked with green curb painting) in the downtown core area shall be exempt from the re-parking restrictions.

When authorized signs for electric vehicle parking are in place giving notice thereof, no person shall stop, stand or park any electric vehicle between the hours of 8:00 a.m. Monday through Friday in designated electric vehicle parking spaces for a period of time longer than four hours. Nothing in this section shall preclude a person from parking an electric vehicle in a designated electric vehicle parking space if the electric vehicle may lawfully be parked for more than four hours in that parking space, including parking in the Amtrak train depot parking lot for an unlimited duration of time if that person has received a parking pass from Amtrak.

When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle upon any of the following streets between the hours of 5:00 a.m. and 8:00 a.m. on Saturday. Any vehicles with a valid farmers market vendor permit is exempt from this prohibition:
C Street, between Third and Fifth Streets, west side.
Third Street between B Street and C Street, north side.

Every motor truck having an unladen weight of four thousand pounds or more, and every truck tractor irrespective of weight when operated upon any street or highway during the hours of darkness shall be equipped with and carry at least two flares or two red lanterns, or two warnings lights or reflectors, which reflectors shall be of a type approved by the state highway patrol. When any vehicle above mentioned or any trailer or semitrailer is disabled upon streets or highways outside of the central traffic district within this city and upon which street or highway there is insufficient street lighting to reveal a vehicle at a distance of two hundred feet during such time, a warning signal of the character indicated above shall be immediately placed at a distance of approximately one hundred feet in advance of, and one hundred feet to the rear of, such disabled vehicle by the driver thereof. The continuous flashing of at least four approved type class A-Type I turn signal lamps, at least two toward the front and at least two toward the rear of the vehicle, shall be considered to meet the requirements of this section until the devices mentioned above can be placed in the required locations. The warning signals herein mentioned shall be displayed continuously during such time, while such vehicle remains disabled upon such street or highway.

The following parking lot is hereby designated as a parking meter zone:
City Parking Lot located at 221 F Street, also known as the "E Street Plaza Parking Lot."
All spaces located within a parking meter zone, except for spaces designated for the disabled, motorcycles, and electric vehicles, shall be subject to this article.

The city traffic engineer may install, or cause to be installed, pay parking machines in the parking meter zone(s) established by this Code or hereafter created by the city council in such numbers and in such places as, in the traffic engineer's judgment, may be necessary for the regulation, control and inspection of the parking of vehicles therein.

Each pay parking machine shall, upon the deposit of the appropriate United States coins, currency, or credit card with respect to a pay parking space controlled thereby, dispense a receipt showing the amount of time purchased and when lawful parking period will expire for that space, or shall display the amount of time purchased on the timing mechanism of the machine. Upon expiration of the lawful parking period, the right of a vehicle to occupy the space shall cease.

The rate for parking in a parking meter zone during the hours of operation shall be twenty-five cents per fifteen-minute increment.

(a) 
When any vehicle is parked in any parking meter zone, the operator of the vehicle shall, immediately after entering the parking space, deposit or cause to be deposited in the machine controlling the space the proper coin or currency of the United States, or credit card as is required by Section 22.08.490 for the pay parking space. Parking or standing a vehicle in a designated pay parking space shall be lawful only for the period of time corresponding to the amount of United States coins, currency, or credit card deposited.
(b) 
The operator of vehicle, after the proper deposit, shall also set in operation the timing mechanism on the machine, if any, in accordance with directions properly appearing thereon. In addition, if the parking space is controlled by a pay-and-display machine, the operator of the vehicle shall immediately cause the parking receipt provided by the machine to be placed face up on the driver's side dashboard of the vehicle. Failure to make a proper deposit and to set the timing mechanism in operation or place the receipt on the vehicle dashboard, as applicable, shall constitute a violation of this article.

(a) 
No vehicle shall remain in a space for which there is a pay parking machine when the machine or receipt indicates that the lawful parking period has expired.
(b) 
The indication by a pay-by-space machine that the lawful parking time has expired or the display of a pay-and-display parking receipt indicating that the lawful parking time has expired, during the hours of operation for any pay-by-space or pay-and-display machine, shall be prima facie evidence that the motor vehicle has been parked overtime and beyond the lawful parking period.

Each police officer or parking enforcement officer shall take the number of any pay parking space at which any vehicle is over-parked, as provided in this article, the state vehicle license number of the vehicle, and the time and date of the over-parking. The police officer or parking enforcement officer shall then issue, in writing, a citation for illegal parking in the form and subject to the procedure provided for by law and the Davis Municipal Code sections applicable to parking violations within the city, including Section 22.08.020 of this article.
