Whenever the free passage of a street or sidewalk is obstructed by a crowd, except on occasions of public meetings, no person in such crowd shall fail or refuse to disperse or move on when directed so to do by the chief of police or his or her deputies.

No person shall engage in any disorderly or boisterous conduct, or disturb the peace of the others by assaulting, striking or fighting, or shall be found in an intoxicated condition or drunken condition upon any street, thoroughfare, alley, sidewalk or grounds or in or upon any premises within this city, or shall expose his or her person or any part thereof in an indecent or lewd manner or commit a nuisance in any public place within the city where there are other persons to be offended or annoyed thereby.

(a) 
It is unlawful for any person to urinate or defecate in public, other than when using a toilet, urinal or commode located in a restroom, bathroom or other structure enclosed from public view.
(b) 
The enforcement provisions of this section shall not apply to the following individuals who may not be able to adequately control the bodily functions that control urination or defecation:
(1) 
Children five years of age or younger;
(2) 
Persons of any age who violate this section due to a verified medical condition.
(c) 
Any person who violates the provisions of this section who does not meet an exception listed in subsection (b) of this section shall be guilty of an infraction.

No person shall willingly or maliciously destroy any window, window sash, blind or pane of glass of any house or outhouse in the city or commit any nuisance therein, or break or destroy or injure anything therein, or any part of such house or outhouse or any fence or improvements whatever, or aid, abet, or assist one to commit such nuisance or to injure such property.

No person shall throw or deposit or permit to be thrown or deposited any dirt, paper, filth, sweepings of any store, house, shop, office or any ashes, shavings, filthy water, offal, straw, wood, stones, earth, manure, refuse matter or rubbish of any kind whatsoever, into any street, alley, lane or public grounds.

No person shall tear down, mutilate, remove, deface or destroy any notice, handbill or sign of any business or performance of any kind or any ornamental sign or any news or bulletin board, or shall use any such boards for posting any notice, device or other matter without the consent of the owner.

(a) 
No minor shall knowingly possess shaving cream, water balloons or water pistols with the intent to spray or throw such object or its contents onto any person or property in a public place at or around the time of a parade, picnic or other scheduled public gathering.
(b) 
This shall not apply to an organized event, under adult supervision, using the objects described in subsection (a) above.
(c) 
A minor is defined as a person under the age of eighteen years.
(d) 
Violations of subsection (a) above shall constitute infractions and are punishable by confiscation of the shaving cream, water balloons or water pistols at the scene of the infraction and in accordance with the punishments prescribed for an infraction in the general laws of the state.
(e) 
The parent of any child and the guardian of any ward shall not authorize or knowingly permit any child or ward to violate any of the provisions of this section. Violation of this section by a parent or guardian shall constitute an infraction and shall be punishable by a fifty-dollar fine.

(a) 
For purposes of this section, "party, gathering or event" is defined as two or more persons who have assembled or are assembling for a social occasion or for a social activity.
(b) 
No person, corporation or organization shall suffer, permit, allow or host a party, gathering or event at his or her place of residence or other private property, place or premises where persons under the age of twenty-one years are present and alcoholic beverages are in the possession of, or are being consumed by, any person under the age of twenty-one years.
(c) 
The first violation of this section shall constitute an infraction punishable by a fine in the amount of one hundred dollars for a first offense. Any subsequent offenses within one year of the first offense shall constitute a misdemeanor, punishable by a fine no greater than five hundred dollars for the first misdemeanor offense, and one thousand dollars for each misdemeanor offense thereafter.
