The city council hereby declares that the provision of street lighting is essential for provision of general traffic safety and for the security and safety of persons and property within the city.

Rates and charges for the provision of street lighting may be established by resolution of the city council. When such rates and charges are established, it is the intent of the council that they shall be billed and collected from the same persons and in the same manner as are refuse and garbage, water and sewer fees and charges.

The city council may direct the public works director to make charges for lighting other than or different from the rates established by resolution in the event that special circumstances make special charges reasonable and fair.
