Whenever the city shall have levied an assessment against any real property as an entire tract and the record owner thereof shall have requested that the assessment be apportioned or reapportioned to various parts or parcels of such real property, the council may, by ordinance, reapportion the assessment to the various parts or parcels requested, provided that such apportionment or reapportionment can be made without prejudice to the city’s security as determined from the values of the various parts or parcels to which the assessment is to be apportioned or reapportioned and the assessment to be so apportioned to the respective parcels.
Apportionment or reapportionment shall only be made upon the written request of the record owner of the tract or parcel of property involved directed to the finance director. The request shall be accompanied by a survey map of the parcels to receive the assessment liens as reapportioned, together with a legal description thereof.
The request for reapportionment shall be accompanied by a fee set by resolution of the council.
Upon review by the department of public works and the office of the finance director, who shall recommend approval or disapproval to the council, the council may adopt an ordinance as provided in section 3.150. Upon the adoption of such ordinance, the lien record shall be changed to reflect the apportionment or reapportionment so made against the respective parts or parcels of the originally assessed tract.
