The purpose of the preliminary plan is to require formal conditional
approval in order to minimize changes and revisions before final plans
are submitted.

1. A preliminary plan shall be submitted conforming to the changes recommended
during the tentative sketch plan procedure. The preliminary plan and
all information and procedures relating thereto shall in all respects
be in compliance with the provisions of these regulations, except
where variation therefrom may be specifically recommended in writing
by the Planning Commission.
2. No preliminary plan shall be required in the case of minor subdivisions.
Preliminary plans for all other types of subdivisions and land developments
shall be submitted unless this requirement is waived by the Planning
Commission.

1. Applicant prepares preliminary plan and application.
2. Applicant submits 24 copies of the preliminary plan and application
to the Borough Secretary.
3. Borough Secretary checks submission against checklist for completeness
and 1) if submission is incomplete, immediately returns submission
to applicant and indicates the deficiencies; or 2) if submission is
complete, accepts preliminary plan, application and fees. The Borough
Secretary shall immediately deposit all fees collected to the proper
Borough bank account as directed by the Council.
4. Copies.
A. Borough Secretary shall immediately distribute copies of the preliminary
plan and application to:

Borough Planning Commission: five copies.

Bucks County Planning Commission: five copies.
(4)
Borough Engineer: one copy.
(5)
Secretary of School Board: one copy.
(6)
Borough Zoning Officer: one copy.
(7)
Bucks County Soil and Water Conservation District: two copies.
B. If recreational areas are involved, an extra copy shall be required
and submitted to the Borough Recreation Board.
5. Bucks County Planning Commission reviews preliminary plan and prepares
analysis for review by the Doylestown Borough Planning Commission.
6. The Borough Engineer shall, within 15 days following receipt of plans
from the Borough Secretary:
A. Receive applicant's submission;
B. Review the engineering considerations in the applicant's submission;
and
C. Prepare a report for the Planning Commission and Council.
7. At the first regular meeting held not less than 15 days following
receipt of the complete submission to the Borough, the Doylestown
Borough Planning Commission Secretary:
A. Receives and reviews the applicant's submission;
B. Receives and reviews the report by the Bucks County Planning Commission;
C. Receives and reviews the report by the Borough Engineer;
D. Listens to applicant's presentation; and
E. Discusses submission with the applicant.
8. The Doylestown Borough Planning Commission, either the same evening
or at least within 60 days following the receipt by the Borough Secretary
of the applicant's complete submission, shall:
A. Evaluate the applicant's submission, presentation, discussion with
applicant, the County Planning Commission's report, and the Borough
Engineer's report.
B. Determine whether the preliminary plan meets the objectives and requirements
of the Subdivision and Land Development Regulations and other ordinances;
and
C. Prepare a report with recommendations on the project for use by Borough
Council.
9. Following receipt of the Borough Planning Commission's report and
recommendations or the lapse of 60 days, and within 90 days following
the receipt by the Borough Secretary of the applicant's complete submission
and filing fees, unless extended by agreement, Borough Council shall:
A. Receive and review the applicant's submission.
B. Receive and review the reports and recommendations of the Borough
Planning Commission and the Borough Engineer.
C. Evaluate applicant's submission, the Borough Engineer's report, and
the Borough Planning Commission's report and recommendation.
D. Determine whether the preliminary plan meets the objectives and requirements
of this chapter and other ordinances.
E. Inform the applicant in writing of the decision, including required
changes in the preliminary plan and the reasons for the decision,
within five days following the decision.
10. Approval of the preliminary plan shall constitute conditional approval
of the subdivision or development as to the character and intensity,
but shall not constitute approval of the final plan or authorize the
sale of lots or construction of buildings. If a final plan is not
submitted within a one-year period following approval of the preliminary
plan, the preliminary approval shall lapse and become void.
11. Borough Council may meet with the applicant to receive his presentation
and discuss the preliminary plan prior to rendering its decision thereon.
