The purpose of the final plan is to require formal approval by the Council before plans for all subdivisions and land developments are recorded as required by § 300 of this chapter.

A final plan shall be submitted conforming to the changes recommended during the preliminary plan procedure. The final plan and all information and procedures relating thereto shall in all respects be in compliance with the provision of these regulations, except where variation therefrom may be specifically in writing by Borough Council.

1. 
Procedure for approval of the final plans shall be identical to the procedure outlined for preliminary plans in § 405, except that:
A. 
Substitute the word "final" where the word "preliminary" is used.
B. 
Applicant submits 23 copies of the final plan and application to the Borough Secretary.
C. 
The Borough Secretary shall immediately distribute copies of the preliminary plan and application to:
(1) 
Borough Council: nine copies.
(2) 
Borough Planning Commission: five copies.
(3) 
Bucks County Planning Commission: one copy.
(4) 
Borough Engineer: one copy.
(5) 
Secretary of the School Board: one copy.
(6) 
Pennsylvania Department of Highways: two copies.
(7) 
Borough Shade Tree Commission: one copy.
(8) 
Bucks County Soil and Water Conservation District: two copies.
(9) 
One copy shall be retained for the Borough office.
D. 
No plan shall be finally approved unless and until the applicant enters into the contracts and produces the completion guarantees as required hereunder in Part 7, §§ 700 and 701.
E. 
Three exact copies of the approved final plan or linen, with the signatures of the required agencies as specified in Part 8, § 805, Subsection 1C, shall be submitted to Borough Council.

In any case where Borough Council disapproves the final plan, any person aggrieved thereby may, within 30 days thereafter, appeal therefrom by petition to the Court of Common Pleas of Bucks County.
