1. The purpose of this Part is to establish and define the public improvements
which will be required to be constructed by the applicant as a condition
for final plan approval.
2. All construction shall be completed in accordance with the specific
conditions of the commitment, and the accepted drawings and specifications,
and in a manner acceptable to Borough Council.

1. The improvements included in this Part are minimum requirements.
However, Borough Council reserves the right in any case to increase
the same.
2. If any mandatory provision of this chapter is shown by the applicant
to be unreasonable and cause undue hardship as applied to his proposed
subdivision or land development plan, the Borough may grant a variance
to such applicant from such mandatory provision, so that substantial
justice may be done and the public interest secured, provided that
such variance will not have the effect of nullifying the intent and
purpose of this chapter.
3. In granting variances and modifications, the Borough may impose such
conditions as will, in its judgement, secure substantially the objective
of the standards or requirements so varied or modified.

When changes from the accepted drawings and specifications become
necessary during construction, written acceptance by Borough Council
with the advice of the Borough Engineer shall be secured before the
execution of such changes.

Adequate provisions for the satisfactory maintenance of all
streets shall be made by dedication to, and acceptance for, maintenance
by the Borough, or by other acceptable means.

1. The construction of streets, roads, lanes, driveways, and alleys,
as shown upon final plans and as contained in contract agreements,
shall be in accordance with plans and standard specifications adopted
by Borough Council.
2. All streets shall be graded to:
A. The grade shown on the street profiles and cross-section plans submitted
in approval as the final plan.
B. The full width of the right-of-way.

1. The owner shall erect at every street intersection a street sign
or street signs having thereon the names of the intersecting streets.
At intersections where streets cross, there shall be at least two
such street signs, and at the intersection where one street ends or
joins with another street, there shall be at least one such street
sign.
2. All street signs shall conform to those standards of § 512.

The owner shall install, or cause to be installed at the owner's
expense, metal pole streetlights serviced by underground conduit in
accordance with a plan to be prepared by the owner and approved by
Borough Council in conformity to a general standard and policy of
streetlighting established by Borough Council. In areas designated
as historic streetlight implementation zones by Borough Council, the
owner shall install or cause to be installed at the owner's expense
typical historic-type streetlight fixtures and poles according to
the policy and specifications set forth by Borough Council. Provision
shall be made for energizing said lighting prior to occupancy in a
given subdivision or land development. The owner shall be responsible
for all changes or rates of the streets lighted until such time that
the streets are accepted or condemned as public streets by Borough
Council.

1. Monuments shall be placed at each change in direction of boundary,
two to be placed at each street intersection, and one on one side
of each street at angle points and at the beginning and end of curves.
Utility easements shall be monumented at their beginning and at their
end and areas to be conveyed for public use shall be fully monumented
at their external boundaries.
2. Monuments shall be placed in the ground after final grading is completed,
at a time specified by the Borough Engineer. The monument shall be
concrete, the size and length as set forth in standards adopted by
Borough Council.

1. Sidewalks shall be constructed on one side of all frontage streets
and both sides of all other streets within the subdivision or land
development, unless, in the opinion of Borough Council with the advice
of the Planning Commission, they are unnecessary for public safety
and convenience.
2. All sidewalks shall be constructed in accordance with § 511
of this chapter.

1. Curbs shall be provided along both sides of all streets, unless,
in the opinion of Borough Council with the advice of the Borough Engineer,
they are unnecessary.
2. Along the existing street on which a subdivision or land development
abuts (hereinafter called "boundary streets"), curbs shall be constructed
and the existing paved cartway shall be widened to the curb. The location
of curbing along a boundary street or future right-of-way of the road
as established by Borough Council and in accordance with those specified
in § 503 of this chapter.

All applications for subdivision or land development shall comply fully with the provisions of Chapter
8, Part
1, of the Code of Ordinances of the Borough of Doylestown, known as the "Doylestown Borough Stormwater Management Ordinance."

1. The owner shall construct water mains in such a manner as to make
adequate water service available to each lot or dwelling unit within
the subdivision or land development. The entire system shall be designed
in accordance with the requirements and standards of the Borough Authority
and shall be subject to its approval.
2. The system shall also be designed with adequate capacity and appropriately
spaced fire hydrants for firefighting purposes. Review and approval
by the Fire Department shall be required in order to ensure that fire
protection is provided.

1. The owner shall construct sanitary sewers in such a manner as to
make adequate sanitary sewage service available to each lot within
the subdivision.
2. The entire system shall be designed in accordance with the requirements
and standards adopted by Borough Council and shall be subject to its
approval.

1. The owner shall cause gas, electric power and telephone facilities
to be installed in such a manner as to make adequate service available
to each lot or dwelling unit in the subdivision or land development.
2. All public utilities required to service subdivisions and land developments
shall be placed underground except for minor exceptions necessary
to permit the overall installation of utilities.
3. Where practicable, all utilities shall be located within the street
right-of-way; otherwise, easements or rights-of-way of sufficient
width for installation and maintenance shall be provided.
4. Final plans shall show locations of all utilities and plans shall
be coordinated with required street tree planting.

Grading shall conform in all respects to the final plan and
shall be constructed in accordance with the plans and standard specifications
adopted by Borough Council.

1. Street trees and other required plantings shall be in accordance
with § 520 of this chapter.
2. Street trees and other required plant material shall not be planted
until the finished grading of the subdivision or land development
has been completed.
3. Plans of proposed street tree planting shall be reviewed and approved
by the Doylestown Borough Shade Tree Commission.

Recreational areas and community facilities shall be provided in accordance with Part
5, § 521, of this chapter.
