Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in Subtitle I of Title 39 of the New Jersey Statutes Annotated shall be deemed to apply to such words and phrases used herein.

Whenever certain hours are named in this chapter, they shall mean either Eastern standard time or Eastern daylight saving time, as may be current in the Township.

A.
Regulations not exclusive. The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
B.
Parking prohibited at all times on certain streets and highways. No person shall park a vehicle at any time upon any of the streets or highways described in Schedule I attached hereto and made a part of this chapter.
C.
Parking prohibited during certain hours on certain streets. No person shall park a vehicle between the hours specified upon any of the streets or parts of streets described in Schedule II attached to and made a part of this chapter.
D.
Handicapped parking. No person shall park a vehicle in and upon any parking space designated or reserved for the handicapped as listed in Schedule V attached hereto and made part of this chapter, unless the person so using parking space shall have been issued special vehicle identification cards by the New Jersey Division of Motor Vehicles pursuant to the provisions of Section 2 of P.L. 1949, c. 280 (N.J.S.A. 39:4-205), and unless using a motor vehicle on which is displayed a certificate for which a special vehicle identification card has been issued pursuant to Section 3 of said law. (N.J.S.A. 39:4-206).
E.
No person shall park any vehicle in any fire lane which has been so designated on an approved site plan and which has been so marked as a fire lane.
F.
No operator of a vehicle shall park, stand (occupied or unoccupied), load or unload a vehicle upon any of the streets or highways (including the rights-of-way) described on Schedule VI attached hereto; provided, however, that the loading and unloading of passengers shall be permitted, provided further that the loading and unloading of passengers shall not consume more than three minutes.
G.
Parking of vehicles on Township streets during snow removal and/or salting operations, or when there is 1/4 inch or more of accumulation of snow or ice on the roadway, is prohibited. Parking shall be prohibited under this subsection for the four-hour period following the cessation of such snowfall.

It shall be unlawful for the operator of a motor vehicle to operate a motor vehicle within the Township of Hampton at speeds exceeding those speed limits established in Schedule III attached to and made a part of this chapter.

It shall be unlawful for the operator of a motor vehicle to operate a motor vehicle within the Township of Hampton at a weight exceeding those established in Schedule IV attached to and made a part of this chapter.

A.
Findings. The Hampton Township Committee has determined that it is necessary for the preservation of the public safety, health and welfare that Spiral Road be closed to motor vehicle traffic.
C.
Exemptions. This section shall not preclude those persons owning property fronting on Spiral Road from using said road for ingress and egress to and from their property.
D.
Posting of warning signs. Pursuant to N.J.S.A. 40:67-16.9, the Hampton Township Road Foreman is hereby directed to post proper warning signs of such closing upon the effective date of this section.

The mid-block crosswalks located and described in Schedule VII, attached hereto and made a part of this chapter, are hereby designated as mid-block crosswalks. Such crosswalks are to be installed with associated advanced warning signage.

Any vehicle parked in violation of this chapter shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and the Code Enforcement Officer or their designee may provide for the removal of such vehicle. The owner shall bear the reasonable costs of removal and storage, which may result from such removal before regaining possession of the vehicle.

A.
Unless another penalty is expressly provided by New Jersey statute, any person convicted of a violation of this chapter or any supplement thereto shall be liable to a penalty of not less than $50 or imprisonment for a term not exceeding 15 days, or both.
B.
Notwithstanding anything to the contrary stated above in this section, every person convicted of a violation of § 100-3G of this chapter shall be liable for a penalty of $100 for a first offense; $250 for a second offense, provided that the person is convicted thereof within 12 months after conviction of a first offense of § 100-3G of this chapter; and $500 for each subsequent offense, provided that the person has been convicted thereof within 12 months after conviction of a prior offense of § 100-3G of this chapter.
In the event that any clause, sentence, section or other part of this chapter is declared to be invalid, such invalidity shall not affect the remainder of this chapter.
This chapter shall take effect after publication and passage according to law.
