The purpose of the Committee shall be to support the enhancement of bicyclist and pedestrian safety within the City.
A. 
The Bicyclist and Pedestrian Safety Committee shall be established as a standing committee of seven voting members serving staggered three-year terms. Committee members shall be appointed based on their professional, educational or lived experiences.
B. 
The Committee's members shall consist of the following:
(1) 
One sitting City Council member, who shall serve as Committee Chair;
(2) 
One member representing the City's business community;
(3) 
One member representing an organization or group providing community services or social services to City residents;
(4) 
One member representing the City's Traffic Calming Committee;
(5) 
One member representing Cyclists and Pedestrians Invigorating the Augusta Life (CAPITAL), its successor organization or a similar nonprofit organization or community group; and
(6) 
Two members representing the general public.
C. 
Upon the recommendation of a majority of voting Committee members, the Mayor may nominate, and the City Council may appoint, up to three nonvoting associate members to the Committee. Each associate member shall serve for a three-year term. An associate member is not required to be a City resident, provided the associate member is employed in the City or visits the City at least monthly for recreational or business purposes.
D. 
Appointments to the initial Committee shall be for the following terms: two members for one-year terms; two members for two-year terms; and three members for three-year terms. All appointments thereafter shall be for terms of three years, except to fill a vacancy created by an unexpired term, in which case the appointment shall be for the remainder of the term.
A. 
The Committee shall meet at least quarterly or more frequently at the call of the Chair. All meetings of the Committee shall be open to the public, and the Committee will keep a record of its proceedings.
B. 
Four voting Committee members shall constitute a quorum. The Committee may not conduct any business without a quorum. All Committee action shall be by majority vote of the members present and voting.
C. 
The Committee shall conduct itself in accordance with Robert’s Rules of Order or such other bylaws as it may adopt.
D. 
A City staff member shall attend all Committee meetings to serve as a liaison between City staff and the Committee.
A. 
The Committee shall have the following duties:
(1) 
To research policies, projects and programs promoting bicyclist and pedestrian safety in the City and to propose and advise the City Council on such policies, projects and programs;
(2) 
To review and advise the Traffic Calming Committee on the impact and efficacy of public works projects affecting bicyclist and pedestrian safety identified in the City’s Comprehensive Plan and Complete Streets Policy;
(3) 
To solicit and analyze information from bicyclists, pedestrians and road users regarding bicyclist and pedestrian safety and report such information to the City Council, Traffic Calming Committee and City staff; and
(4) 
To provide information and comment to the City Council, Planning Board, School Board, Traffic Calming Committee, Director of Parks and Recreation, and any other City or State agency, board, commission or any other public body in any public proceeding relevant to bicycle and pedestrian safety in the City.
B. 
In furtherance of the duties provided by this section, the Committee shall have the following powers:
(1) 
To propose to the City Council an annual Committee budget for any funds raised by or allocated to the Committee;
(2) 
To develop and conduct, in coordination with the Director of Communications and Marketing and with the prior approval of the City Manager, educational and social marketing campaigns to promote bicyclist and pedestrian safety in the City.
The Committee shall submit quarterly reports to the City Council that provide information on the Committee's progress toward goals outlined in the 2019 Pedestrian and Bicycle Safety Plan or subsequent plans and the state of bicyclist and pedestrian safety in the City. The quarterly reports may contain proposed changes to City policies or the City Code for the City Council's consideration.
