(a) 
Within the International Codes, when reference is made to the duties of certain officials named therein, the responsible party insofar as enforcing the provisions of the code is the designated official of the city who has duties corresponding to those delineated in the code.
(b) 
It is the responsibility of any permit applicant for construction contemplated by this chapter to make inquiry to the designated city official regarding the most current building code adopted by the city and to abide with the requirements of the most current code adopted at the time of the application for a construction permit.
(c) 
The designated official of the city, who has duties corresponding to those delineated in the code, has authority to file complaints for violations of this article with the city municipal court for enforcement of this article.
