(a) 
Prohibited; exceptions.
It shall hereafter be unlawful for any person, persons, firm or corporation to burn or have burned any rubbish, trash, brush, waste tires, leaves, grass, weeds, shavings, lumber, cotton hulls, burrs, gin trash or lint in or on any street or alley or on any lot in the city, except in a stove or fireplace inside a residence or inside a structure used for business, religious, educational, social or governmental purposes or wood and charcoal used in the preparation of food in outside barbecue pits, provided that these fires are well-supervised and safe.
(b) 
Penalty.
Any person, firm or corporation violating any provisions of this section or failing to observe any provision hereof shall be deemed guilty of a misdemeanor and upon conviction thereof shall be deemed guilty of a misdemeanor and upon conviction shall be fined in any sum in accordance with the general penalty provided in section 1.01.009 of this code.
