Pursuant to Connecticut General Statutes § 9-185, the Board of Selectmen shall have the authority and discretion to appoint one or more constables, or special constables pursuant to Connecticut General Statutes § 7-92. Such appointment shall be in lieu of the election of constables under Connecticut General Statutes § 9-200.
The number of constables to be appointed, and their terms of office, shall be determined by the Board of Selectmen at the time of appointment. A person may serve consecutive terms as a constable. The Board of Selectmen shall have the right, with or without cause, after notice and a hearing, to remove from office any constable prior to the termination of the term of his/her appointment, except as may be prohibited by law.
The constable(s) and special constable(s) shall work under the supervision of the Resident State Trooper(s), subject to the terms of any agreement between the Town and the State of Connecticut Department of Emergency Services and Public Protection. Any such constable or special constable shall have the qualifications and police training required by law.
The Board of Selectmen may designate a constable or a special constable to serve as a school resource officer for Regional School District No. 10 to assist with school security and safety. The Board of Selectmen shall have the authority to enter into such agreements with Regional School District No. 10 and the Town of Burlington with regard to:
A. 
The allocation of costs, including but not limited to salary, benefits, other employment expenses, and insurance;
B. 
Administrative responsibility for the constable designated to serve as the school resource officer, including but not limited to the provision of joint/shared employment of said school resource officer by the Town(s) and Regional School District No. 10;
C. 
The duties for the school resource officer;
D. 
Other terms and conditions of employment for the school resource officer; and
E. 
The apportionment of liability for insurance purposes.
