Pursuant to Chapter 190 of the Connecticut General Statutes, the Town of Harwinton hereby establishes a public library, the use of which shall be free to its inhabitants under such regulations as its Board of Directors may prescribe.

Management of the public library shall be vested in a board of nine directors appointed and elected as set forth herein. Such board may make bylaws for the governance of the public library and shall have exclusive right to expend all money appropriated by the Town of Harwinton for the library.
A.
The initial Board of Directors shall be appointed by the Board of Selectmen. Three Directors shall be appointed for terms ending at the annual meeting of 1987 or until their successors have been elected; three Directors shall be appointed to terms ending at the annual meeting of 1989 or until their successors have been elected; and three Directors shall be appointed for terms ending at the annual meeting of 1991 or until their successors have been elected. Thereafter, succeeding Directors shall be elected at biennial Town Meetings, each Director for a term of six years or until their successor is elected. Elections shall be staggered so that three Directors are elected every two years.
B.
Should a vacancy occur, the unexpired term shall be filled by an elector appointed by the Board of Directors of the library.
The name of the public library shall be the Harwinton Public Library.
