This article is adopted pursuant to Connecticut General Statutes §§ 7-148(c)(6)(C) and (7)(B), 14-307, and 14-314, as amended.
The Board of Selectmen shall act as the Traffic Authority of the Town of Harwinton pursuant to Connecticut General Statutes § 14-297(7). All signs regulating parking on Town highways shall be posted "per order of Selectmen" or similar words.
The Board of Selectmen of the Town of Harwinton shall make, erect and maintain, at such places in Town, signs and markings for the direction and regulation of traffic and the parking of vehicles upon the streets. The Board of Selectmen may cause appropriate signs or warnings to be posted temporarily along any street or public place for the purpose of prohibiting the parking of vehicles while the road crew or Fire Department is engaged in the performance of its duties in connection with any public work or undertaking in such street or public place.
No person shall allow any vehicle or other property to remain standing on any street or public place in the Town as to hamper, obstruct, interfere with or hinder the work of the road crew or Fire Department. The Board of Selectmen, state police or any constable may order the removal of any vehicle left standing on any street or public place in violation of this section.
No owner or operator shall park or allow to be parked any motor vehicle within the traveled portion of any highway of the Town of Harwinton or upon the shoulder thereof for more than one hour between November 1 and March 31, inclusive, of each year, or for more than four consecutive hours between April 1 and October 31, inclusive, of each year. Furthermore, no owner or operator shall park or allow to be parked any motor vehicle within the traveled portion of any highway or upon the shoulder thereof for any length of time during a winter storm or during any other emergency declared by state or municipal officials.
Any person who violates this article shall be guilty of an infraction pursuant to Connecticut General Statutes § 7-314.[1] Each day of violation shall constitute a separate offense.

Whenever any vehicle is found parked in violation of this article, it may be removed and conveyed by, or under the direction of, the First Selectman of the Town or any person with authority to make an arrest in the Town, by means of towing, or otherwise, to a vehicle pound. The owner of any towed vehicle shall be duly informed as to the nature and circumstances of the violation on account of which such vehicle has been towed. The owner of said vehicle or any person entitled to possession thereof may reclaim said vehicle at said pound upon payment of the charges for such removal and impounding, said payment to be in addition to the penalty hereinbefore provided.
Before the owner or person in charge of any impounded vehicle shall be permitted to remove the same from said public garage, he shall furnish to the First Selectman, or such officer as the First Selectman shall designate, evidence of his identity and ownership, shall sign a receipt for such vehicle and shall pay the cost of removal and storage.
