It is the purpose of the Community Health Center Specific Plan to establish an overlay zone allowing a community health clinic in close proximity to public transit and existing commercial and recreational uses.

The regulations of this chapter apply within the SP11-CHC Zone depicted in Figure 30.136, Community Health Center Specific Plan Area (SP11-CHC) below and shown on the Official Zoning Map.

The following uses are permitted in the SP11-CHC Zone:
A. 
Commercial, Industrial, Public and Semi-Public Uses permitted in Section 30.25.020, Land Use Regulations, for the O-M Zone and subject to the permit requirements, restrictions, and limitations applicable in the O-M Zone, except the following uses shall be prohibited:
1. 
Recreational vehicle parks, permanent;
2. 
Banks and financial institutions;
3. 
General retail;
4. 
Neighborhood market; and
5. 
Animal keeping.
B. 
Any residential use permitted in Section 30.25.020, Land Use Regulations, for the O-M Zone; provided, however, that all residential units must be sold or rented to very low, low, and/or moderate income households according to the procedures specified in the City's Affordable Housing Policies and Procedures, except the following use shall be prohibited:
1. 
Mobilehome park.
C. 
Staging for emergency services by a public agency to the extent it does not interfere with the community health center's existing and emergency center operations.

A. 
All development standards applicable in Section 30.25.030, Development Standards, for the O-M Zone shall apply.
B. 
All development standards applicable in Chapter 30.85, Upper State Street Area (USS) Overlay Zone, shall apply, except as follows:
1. 
Uncovered parking spaces may encroach a maximum of five feet into the required 10-foot front setback.
C. 
Pedestrian improvements in the public right-of-way consistent with the City's Pedestrian Master Plan shall be installed along State Street and Las Positas Road. Improvements to the Las Positas Road driveway shall be required. A public works permit shall be required along with any required building permit, as determined by the Community Development and Public Works Departments.

Existing development on site includes historic resources; therefore, all development shall be subject to review and approval by the Historic Landmarks Commission pursuant to SBMC 30.220.020.
