There is herewith established a Parks and Recreation Commission in the Town of Willington which shall have all the powers authorized by the General Statutes of Connecticut to establish, maintain, and conduct public parks, playgrounds, baths, swimming pools, gymnasiums, recreation places, and public gardens.

The Parks and Recreation Commission herein established is authorized and empowered to request and receive appropriations from the Town, to request and receive funds from other sources, and to expend such funds for the purpose for which the Commission was created. The Commission shall submit to the Board of Selectmen not later than September 1 of each year a report of its activities for the fiscal year ending on the previous June 30.
The Parks and Recreation Commission shall consist of seven members who shall be electors of the Town and who shall be appointed by the Board of Selectmen for terms as hereinafter set forth.
The Board of Selectmen shall fill any vacancy on the Commission to complete any unexpired term.
Members of the Parks and Recreation Commission shall appoint from their members a Chairperson and a Secretary who shall keep a record of the Commission's meetings and correspondence.
No member of the Parks and Recreation Commission shall receive any compensation for his services as a member.
